BOARD OF SUPERVISORS Contra INTERNAL OPERATIONS COMMITTEE - - c FROM: Costa March 8, 1993 County •�*� DATE: REPORT ON THE STATUS OF THE CAREER DEVELOPMENT EMPLOYMENT PROGRAM SUBJECT: SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: 1 . Acknowledge that it is not currently possible to continue the operation of the Career Development Employment Program while the County is laying off employees and, therefore, agree to suspend all further work on the Program at this time. 2 . Indicate as a matter of Board policy that the Board of Supervisors wishes to reestablish the Career Development Employment Program as soon as the County' s funding situation stabilizes to the point that it is not continually laying off employees . 3 . Direct the Director of Personnel to prepare, and authorize the Chairman to sign, a letter to the Secretary of Labor describing the Career Development Employment Program, noting that it could be an element of the President's welfare reform program by generating jobs in both the public and private sector and encouraging the participation of the Department of Labor .by encouraging other jurisdictions to establish similar programs . 4 . Authorize the Director of Personnel to pursue with other public agencies and private employers the concept of the Career Development Employment Program, possibly through the Private Industry Council and Community Services Department and to be as creative as possible in identifying other resources which can assist in providing training and jobs for low- income, minority unemployed individuals in areas of the County which have concentrated areas of poverty, such as North Richmond and the Pittsburg area.. Remove this item as a referral to the Internal Operations Committee. BACKGROUND: The Board of Supervisors established a very successful Career Development Employment Program (CDEP) several years ago. This program, which began in the North Richmond area, was eventually expanded to the Pittsburg area. The concept was to have County departments hire unemployed individuals for entry-level jobs from the economically depressed census tracts which were specified for the Program. The department had to have a vacant, funded position available. The CDEP employee was provided on-the-job training and other support services in an effort to make it possible for the individual to qualify for permanent fulltime employment with the County. The Program was very successful and a significant number of employees were hired and eventually transitioned into permanent employment with the County. However, with the budget cuts which were sustained by County Departments in the summer of 1992, it became clear that there was little purpose to continuing to recruit individuals for the CDEP Program since even if they were hired, they would be subject to layoff first, since they were the last hired. With the impending deficit for the County' s 1993-94 fiscal year, it is clear that the CDEP Program has to be suspended for the time being. We do want to call to the attention of the Department of Labor the many advantages of this innovative program in hopes that the Department of Labor can advise other public and private agencies of the advantages of this program. We also want the Director of Personnel to work with other County Departments, public agencies and private employers in an effort to encourage employers who are in a position to be hiring to make use of the concepts of the CDEP Program in their hiring. Bitten, Assistant Director of Personnel SUBJECT: Report on Career Development Employment Program As we reported to your Committee in November, we have suspended our activities in the Career Development Program due to position cut- backs and lay offs in the County. There are no names on the eligible lists so no action has been necessary to refer names to the private sector for possible employment. We maintain contact with potential applicants through our Richmond office and continue to provide job search counselling and information about job openings with other employers. HDC/EKB: sd
