Accept the attached report from the Assistant Personnel Director regarding the status of the Phase II objectives for the Outreach and Recruitment Action Plan. 2 . Request the Director of Personnel to report back to our Committee with the details of the establishment and proposed operation of the Tactical Employment Team on April 26, 1993 . 3 . Request the Director of Personnel to report back to our Committee with the details of the tracking program to identify the race/ethnicity of temporary and contract employees on May 24, 1993 . BACKGROUND: On December 18, 1990, the Board of Supervisors asked the Director of Personnel to 'consider ways in which his office could expand outreach efforts throughout the County in an effort to identify more women and minorities who are eligible for available positions in the County and to report back to the Internal Operations Committee early in 1991 . The result of this referral was the Outreach & Recruitment Action Plan, which had two phases . Our Committee has been providing oversight to the development and implementation of this Action Plan since 1991 . The Board of Supervisors on December 15, 1992 approved the most recent report from the Internal Operations Committee on this subject. SUPERVISORS AND COUNTY ADMINISTRATOR BY 'DEPUTY I .O.-3 * Direct the Director of Personnel to include, at an appropriate point in the objectives, the Board of Supervisors ' previous direction to commit to providing appropriate employment opportunities to recipients of the Kennedy-King scholarships and similar scholarship programs . * Direct the Director of Personnel, consistent with his report in regard to Objectives #3 and #4 for Phase II, to address, during 1993, the need to obtain and track by computer the race/ethnicity and sex of temporary and contract employees . The attached report from the Assistant Director of Personnel responds to these two referrals . In regard to the Kennedy-King Scholarship Program, the Board of Supervisors on March 2, 1993 approved the procedure outlined in the attached report outlining an internship program for the Kennedy-Kind Scholarship Program recipients . The attached report also provides a progress report on the need to identify and track the race/ethnicity of all temporary employees and contract employees, since this information is not currently available. Our recommendations will move these referrals forward. Bitten, Assistant Director of Personnel SUBJECT: Outreach Recruitment Phase II At the time of our last report you directed us to follow-up on two issues. 1. Kennedy-King Scholarship Program. A procedure for establishing an internship program has been developed and was approved by your Committee and by the Board on March 2, 1993 . (copy attached) 2. Tracking of the race/ethnicity and sex of temporary and contract employees. We have developed a method and system to track temporary employees which will be fully operational by April 1, 1993 . We are in the final stages of developing a system for tracking contract employees. This system has been more difficult to develop inasmuch as the Personnel Department has no role in the current process. In our proposal we recommend that opportunities for contracted employment be offered first to available and qualified laid off County employees through the Tactical Employment Team. This concept was proposed to your Committee and the Board on March 2 , 1993 . The targeted implementation date for the reporting system is June 1993 . HDC/EKB:sd Attachment Contra 6.... Bitten, Assistant Director of Personne SUBJECT: Kennedy-King Scholarship The following proposal for implementation of the Board's directive for the employment of Kennedy-King scholars is presented for your review. At our meeting with Gregory McCoy, Chair of the Foundation Board, we decided it would be most effective to work on a two-faceted approach given the County's financial status and dim hiring picture. 1. Develop opportunities for Summer internships beginning Summer of 1993. 2. Provide job search counselling and information to present and past recipients of the Kennedy-King scholarships. To accomplish Item 1, it was decided: 1. A liaison to work with the County will be appointed by the Kennedy- King Scholarship Board - February 8, 1993 2. A presentation on the program will be made at the Department Head Meeting (present Board Order, program, materials) - February 25, 1993 3. Review resumes of students entering second year of the Program to determine possible areas of interest - March 4. Develop internships by visiting those departments most likely to have opportunities - March/April 5. Receive background information of new scholarship awardees - End of April 6. Meet with awardees and explain the internship and identify possible participants - Early May 7. Finalize internship slots; make job matches - May To implement Item #2, we will meet with the Scholarship Board's representative to: 1. Identify a forum for meeting with participants concerning the employment process in local government including: - structure and function of local government; - job search techniques; - resume preparation; - oral interview presentation skills; - written test-taking skills. (a) Each community mental health service shall have * ` * a mental health board * * * consisting of.10 to 15 members, depending on the preference of the county, appointed by the governing body except that boards in counties with a population of less than 80,000 may have a minimum of five members. One member of the * * ` board shall l i be a member of the local governing body. ' ' ' There shall'be an equal number of appointees by each member of the board of supervisors. Any county with more than five supervisors shall have at least the same number of members as the size of its board of supervisors. Nothing, in this section shall be construed to limit the ability, of the governing body to. increase the number of members above 15. Local mental health 1` boards may recommend appointees to the county supervisors. Counties are encouraged is to appoint individuals who have experience and knowledge of the mental health system. .'' The board membership should reflect the ethnic diversity of the client population in the air court i (1) * ` ' Fifty percent of the board,membership shall be consumers or -the parents, I� spouse, sibling, or adult children of consumers,.who.are receiving or have received mental health services ` ` `. At least 20 percent of the.total membership shall be consumers, And.at least 20 percent shall be families of consumers. (2) In counties under 80,000 population, at least one member shall be a` ` * consumer, and at least one membershall.be a parent, spouse sibling, or adult-child of a consumer, who is receiving or has received mental health services. The board may be established as an advisory board or a commission, depending on the preference of the-c6unty. (b) The term of each member. of the board shall be for.three years. * * The governing body shall equitably stagger the appointments so that approximately one-third of the appointments ` ` * expire in each year 4 (c) If two or more local agencies jointly establish a communitymental health service j under Article 1 (commencing with Section 6500) of Chapter 5 of Division 7.of Title 1 of the Government Code, the *. * ` mental health board for the community,mental health service :: . shall consist,of an.additional two members for each additional agency, one:of whom shall be a * .* * consumer ora parent, spouse, sibling, or adult child of..a:consumer.who has received mental health services. . (e) Members of the advisory board shall abstain from voting on any issue in which the k. . member has a financial interest as defined in Section 87103 of the Government Code. (f) If it is not possible to secure membership as specified from among persons who reside in the county, the governing body may substitute representatives of the public interest in mental health who are not full-time or part-time employees of the county mental health service, the State Department of Mental Health, or on the staff of, or a paid ' member of the governing body of, a Bronzan-McCorquodale contract agency. * s pt SEC. 21. Section 5604.1 of the Welfare and Institutions Code is amended to read: 5604.1. ' * * Local mental health advisory boards shall be subject to the provisions of Chapter 9 (commencing with Section 54950) of Part 1 of. Division 2 of Title 5 of the l' Government Code, relating to meetings of local agencies. s s s I SEC. 22. Section 5604.2 of the Welfare and Institutions Code is amended to read: 5604.2. (4) Review and approve the procedures used to ensure citizen and professional involve- ment at all stages of the planning process. (5) Submit an annual report to the governing body on the needs. and performance of the county's.mental health system. (6) Review and make recommendations * * on applicants for the appointment of a local director of mental health'. services. The board shall be included in the selection process prior to the vote of the governing body. (7) Review and comment on the county's performance outcome data.and communicate its findings to the State Mental Health Commission. (8) Nothing in this part shall be construed to limit the ability-of the governing body to transfer additional duties or authority to a mental health board. (b) (1) It is. the intent of. the Legislature that, as part of its duties pursuant to subdivision (a), the board.shall assess the impact of the realignment of services.from the state to the county,:on services .delivere'&td clients and on the local commutiity,. SEC. 23, Section 5604.3..of. the Welfare and Institutions .Code is amended to read: 5604.3. * " * The board of,'supervisors may pay from any available funds the actual and necessary expenses of the-members of.the * .* * mental health board of a community mental health service incurred:incident to the performance of their official duties and functions. The expenses may include travel, lodging, child care; and .meals for the members of an advisory board.while on official business as approved by the director of the local,mental health program. « « « SEC. 24. Section 5604.5 of the Welfare and Institutions Code is amended to read: 5604:5: . * * * The local mental health *'.* * board shall develop bylaws to be approved by the governing body which shall: j (a) Establish the specific number'of members on the mental health * * * board * *Z consistent with subdivision (a) of Section 5604. b). Ensure that:the composition- of the mental health' * * *, board represents the demographics of the. county as.a whole, to.the extent.feasible. (c) Establish that a quorum. be one person more than one-half of the .appointed members. Establish that the chairperson of.the mental health * * board be in consultation with the local mental health'director. I(e) Establish that there may be .an executive committee of the mental 'health board « « « « « « SEC. 25. Section 5605 of the Welfare and Institutions Code is repealed. SEC. 26. Section 5605.1 of the Welfare and Institutions Code is repealed. SEC. .27. Section 5605.2 of the Welfare and Institutions Code is repealed. SEC. 28. Section 5605.4 of the Welfare and Institutions Code is repealed. SEC. 29. Section 5610 of the Welfare and Institutions Code is amended to read: 5610. (a) Each county mental health system shall comply with reporting requirements developed by the State Department of Mental Health which shall be uniform and simplified. The department shall review existing data requirements to eliminate unneces- sary requirements and consolidate requirements which are necessary. These require- ments shall provide comparability between counties in reports. (b) The. department shall develop, in consultation with the Performance Outcome Committee pursuant to Section 5611, and with the Health and Welfare Agency, uniform r
