Extend the Board' s compliments to. the Concord .City Council for enacting a no smoking ordinance which will assist in improving the health of the residents of the City of Concord. 2 . Express the Board' s appreciation to the following Health _ Services Department employees . who were instrumental in assisting the City of Concord to enact their no smoking ordinance: Janet Abbott Galen Ellis Holly Scheider 3, Accept the attached report from the Public Health Director and endorse the plans which are being made for the Third Bay Area Cancer Summit in the fall of 1993, tentatively titled: "Cancer: People, Politics and Dollars, Building a Regional Approach to Chronic Disease Prevention and Control" . 4 . Authorize the Chair of the Board of Supervisors to sign the attached letter to the Centers for Disease Control endorsing the Cancer Summit and the application for funding to assist in planning for, the Cancer Summit. 5 . Authorize the Health Services Director to submit an application to the Robert Wood Johnson Foundation for funds to assist in setting up the prospective study of the incidence of cancer in the Bay Area and the Boston area. Request the Health Services Director and Public Health Director to report back to our Committee on June 14, 1993 on the progress which has been made both on the planning and program for the Cancer Summit and the funding for the prospective study of the incidence of cancer in the Bay Area and the Boston area. BACKGROUND: This Committee has been pursuing the implementation of a prospective study of the incidence of cancer in the Bay Area for several years . In 1991, we suggested that the proposed study be expanded to include the Boston area because of the interest in the subject of cancer expressed by former Speaker of the House of Representatives Thomas P. "Tip" O'Neill . This County has also been in the forefront of efforts to bring together health professionals, elected officials and others in a series of Cancer Summits designed to raise the consciousness of elected officials to the importance of a unified strategy for identifying and addressing those factors which cause or contribute to the incidence of cancer in communities . Finding funding for the prospective study of the incidence of cancer has been going very slowly. We are asking that the Health Services Director and the Public Health Director, Dr. Wendel Brunner, be authorized to prepare and submit to the Robert Wood Johnson Foundation an application for funds to assist in developing the plan for such, a study. We are also recommending that the Board of Supervisors endorse the funding application to the Centers for Disease Control for funds to assist in planning the Third Bay Area Cancer Summit. When Dr. Brunner reports to our Committee in June we hope to have a more fully developed plan for the Summit, a clear indication of how elected officials will participate in the Summit presentations and what progress has been made in seeking funding for the prospective study of the incidence of cancer. We are again urging Dr. Brunner to communicate with former Speaker O'Neill regarding his willingness to assist the Bay Area Cancer Coalition to seek funding from the federal government for the prospective study, providing that the study is expanded to include the Boston area. BACC has hired a part-time staff person to write the grant application in conjunction with the BACC Conference Planning Committee, and to begin preparations for the conference. The purpose of the conference is to increase attention to chronic disease and cancer control among local health departments and public health organizations . The conference would build on the track record of the BACC and be followed up by the development of a regional Cancer Control Plan for the Bay Area. The approximately 150 participants would come from: • State and local policy makers, including members of the Boards of Supervisors • Local .health departments • State health departments • Ethnic communities, including the multi-ethnic networks developed by the regional tobacco prevention efforts • Community cancer control programs • Press and other media A372 (7/91) , The Conference would produce a Task Force responsible for the development of the regional plan, to be completed in six months following the conference. The plan would be designed to solicit funds from local foundations, the State, and the Centers for Disease Control for its implementation. This conference would also seek to make links with other organizations around the country who would be interested in promoting similar efforts . The BACC Conference Planning Committee is collecting letters of support for the conference and the grant application from agencies and policy makers . Enclosed is a draft letter for support from the Contra Costa . County Board of Supervisors; your support for this grant and the conference will be important both in developing funding and in promoting participation from other counties and agencies .
