Martinez, California 94553 Dear Mr. Torlakson: One of the first tasks that we, as government administrators, face in this new year is crafting a budget for the 1993-94 fiscal year. Please let me take this opportunity to present you with relevant facts and figures concerning the operation and value of your County Veterans Service Office (CVSO). Your CVSO is an invaluable source of assistance to the 92,978 veterans of Contra Costa County. Your CVSO activity also extends beyond the veteran and brings a wide range of benefits to veterans, their dependents and survivors. This service is provided in a way that not only recognizes past sacrifices, but also treats the veterans with the respect and dignity they deserve. This county function is also an investment with significant monetary returns in terms of county tax revenue and County General Fund cost avoidance. In the last year alone, your CVSO generated $2,681.077 in new monetary benefits for local veterans. According to State Department of Finance estimating procedures, this brought$428.972 in new tax revenue to Contra Costa County. All this for the total net County cost of$276.508! These benefits are 100% federal funds and typically substitute for benefit programs that involve significant county costs. In that same year total United States Department of Veterans Affairs (USDVA) spending in Contra Costa County was $148.084.673. Much of this is the direct result of work accomplished by your CVSO in prior years to develop cases and win awards. Using the same estimating techniques, this USDVA spending brought$23,693.547 in tax revenue to your counties. This is clear evidence that veterans are more than proud residents, taxpayers and voters. They are good business for local government. It is currently projected that$73.592 in funds will be allocated to your county by the California Department of Veterans Affairs (CDVA) for the current fiscal year. This allocation is based upon maintenance of your current level of expenditures and continued level of service to the local veteran. Should either of these measures decline, so will the level of allocated funds. This data is provided to ensure full understanding of the direct cash benefit that a successful CVSO brings to your county.
