Bragdon, Director By: Vicki Conklin, Project 1 na er SUBJECT: RECOMMENDATION ON DIRECT HAUL TO KELLER CANYON LANDFILL BY KELLER CANYON LANDFILL LOCAL ADVISORY COMMITTEE At their meeting of February 10, 1993, the Keller Canyon Landfill Local Advisory Committee held a discussion on Gaylord Container Corporation' s request to direct haul materials to Keller Canyon Landfill . The Committee made several recommendations and requested this information be passed along to the Board of Supervisors . Committee concerns regarding direct haul focused on three main issues : *adequacy of material inspection at Gaylord and the landfill, to prevent unauthorized (potentially toxic or hazardous) materials being received; *and the uncertainty of how many other direct haul requests this may generate; *impacts to the BelAir Elementary School when traffic is re- routed during construction of the Highway 4/Bailey Road interchange construction. Staff of Community Development and Health Services Department explained the stringent state enforcement of laws determining eligibility of materials at Class II landfills and inspection procedures are required. Staff further expressed the opinion that the number of industrial facilities producing the quantity of eligible direct haul loads which had access to specialized transfer vehicles would most likely not be in excess of the number analyzed in the Environmental Impact Report completed for the project. In response to concerns regarding traffic impacts, representatives from Gaylord Container Corporation stated that although their contribution to traffic would be at most two trucks per day, they were willing to consider by-passing the westbound Bailey Road exit, travelling to the Willow Pass exit and looping back around to exit Highway 4 from the eastbound Bailey Road exit. After full discussion, the Committee passed three motions as follows : "If Contra Costa County makes an agreement with Gaylord Container Corporation and brought that agreement back to the Committee, the Committee would most likely agree. " "A one week pilot program to determine the feasibility of direct haul from Gaylord to Keller Canyon Landfill is endorsed by the Committee. " "Provide the Board of Supervisors, County Counsel and the Local Advisory committee with copies of the prior two motions .
