The County has been working with RSS to develop a franchise agreement for the past several months, and has made considerable positive progress with RSS toward a final franchise agreement The last adjustment to the rates for the unincorporated area served by RSS was in 1989--over three (3) years- ago. In July of 1992 RSS submitted a request for a rate increase to the County, The matter was referred to the Community Development Department in September, 1992 . During this period both the cities of Richmond and San Pablo have adopted new rates. The. cities of Pinole and Hercules are also in the process of adopting new rates. Based on the analysis by the City of Richmond and San Pablo of the requested rate increase., County staff finds that the interim rate is necessary and prudent. The interim rate is based on a $20 per ton tip fee, which is consistent with the tip fee factored into the rates for the cities of Richmond and San Pablo. 'Rates for commercial customers may need further evaluation by staff. Staff believes that a final franchise agreement will be able to be presented to the Board by the end of February, 1993 .
