SUBJECT: APPROVE INTERIM RESIDENTIAL WASTE COLLECTION RATE ADJUSTMENT FOR
UNINCORPORATED AREAS SERVED BY RICHMOND SANITARY SERVICE
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Approve an interim rate adjustment effective March 1, 1993 , for the
unincorporated area of West Contra Costa County served by Richmond
Sanitary Services (RSS) to increase the rate by $5. 75 per can for
residential service for a total interim rate of $18 . 12 per can
which provides for curbside recycling and includes $2 . 02 per can
for closure cDsts and is comparable to the rate adjustment
authorized by the City of Richmond.
Authorize the Community Development Department to continue progress
in finalizing a Waste Collection Service Franchise with Richmond
Sanitary Service for the unincorporated areas of West Contra Costa
previously franchised by the West Contra Costa Sanitary District.
Direct Community Development Department to review with RSS the
commercial rates and report to the Board with a recommendation.
FISCAL IMPACT
None to the General Fund. Staff costs for review, development, and
monitoring of franchise and rates will be assessed as part of final
Franchise Agreement.

BACKGROUND/REASON FOR RECOMMENDATIONS
As directed by the Board of Supervisors staff has been working to
develop franchise agreements for the unincorporated areas of Contra
Costa County. The County has been working with RSS to develop a
franchise agreement for the past several months, and has made
considerable positive progress with RSS toward a final franchise
agreement
The last adjustment to the rates for the unincorporated area served
by RSS was in 1989--over three (3) years- ago. In July of 1992 RSS
submitted a request for a rate increase to the County, The matter
was referred to the Community Development Department in September,
1992 . During this period both the cities of Richmond and San Pablo
have adopted new rates. The. cities of Pinole and Hercules are also
in the process of adopting new rates.
Based on the analysis by the City of Richmond and San Pablo of the
requested rate increase., County staff finds that the interim rate
is necessary and prudent. The interim rate is based on a $20 per
ton tip fee, which is consistent with the tip fee factored into the
rates for the cities of Richmond and San Pablo. 'Rates for
commercial customers may need further evaluation by staff.
Staff believes that a final franchise agreement will be able to be
presented to the Board by the end of February, 1993 .
