SUBJECT: REPORT FROM FLOOD CONTROL ZONE 2 ADVISORY BOARD REGARDING KELLOGG
CREEK

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
ACCEPT attached report from the Advisory Board for Flood Control Zone 2 and DIRECT the
Chief Engineer to request the Soil Conservation Service to initiate planning for the improvement
of Kellogg Creek in the Byron area.
II. Financial Impact:
This action does not obligate the expenditure of local funds. If, however, the planning process
proceeds in a favorable manner there will be a future need for local funds to cost share in the
federal project.
III. Reasons for Recommendations and Background:
The Soil Conservation Service (SCS) PL 566 Program has contributed significantly to the
improvement of major drainage channels in eastern Contra Costa County. The Marsh Creek
and Kellogg Creek Watershed Program of the 1950's has been completed except for
improvements to Kellogg Creek and the Balfour Unit.
The Flood Control District completed and submitted in 1991, to the Soil Conservation Service
a feasibility study for Kellogg Creek. The SCS response indicated that prior project commit-
ments would prevent the initiation of a planning process until 1994 with construction funds not
available before 1998. 11��

The Kellogg Creek Watershed Flood Control Zone 2 was created to provide local funds and to
act as the local sponsor for the SCS project. Zone 2 currently has no revenues and a cash
reserve of approximately $20,000. Additional revenues will be necessary for a cost shared
federal project.
The Advisory Board for Flood Control Zone 2 which is appointed by the Board of Supervisors
has asked that the Board of Supervisors request SCS to proceed with project planning. The
Advisory Board will continue its efforts to identify potential sources of local funds.
IV. Consequences of Negative Action:
Withdrawal from the project by the Soil Conservation Service would represent a lost opportunity
for a federal cost shared project.

The Kellogg Creek Watershed has historically suffered from an undersized Kellogg Creek
as well as from the lack of adequate local or minor drainage. Many of these inadequa-
cies were identified by the Soil Conservation Service (SCS) in their 1950's Watershed
Program for both the Marsh Creek and Kellogg Creek Watersheds which through the
years resulted in numerous improvements in the Marsh Creek Watershed. During this
time, however, the Kellogg Creek improvements were consistently deferred until a
decision to build an upstream reservoir could be made.
The recent decision by the Contra Costa Water District to build the Los Vaqueros
Reservoir allowed the Flood Control District to complete a feasibility study in September
of 1991, which identified the needed improvements to Kellogg Creek. This Study was
submitted to the Soil Conservation Service with the request they acknowledge the
projects feasibility and proceed with project planning. The SCS response provided the
acknowledgement but stated that prior commitments would delay the initiation of a
planning process until 1994 with construction funds not available before 1998.
Even with the limited chance of success in developing a federal project and with the
additional burden of limited construction funds, it is an opportunity that must be retained
and developed. The Board of Supervisors is requested to advise the Soil,Conservation
Service of the local desire to continue with the Kellogg Creek Improvement Project.
The Flood Control Zone 2 Advisory Board will continue to work with the Flood Control
staff to develop a comprehensive drainage improvement plan as well as a financial plan
for the Kellogg Creek Watershed.
