Martinez, Acting Interim Executive Director SUBJECT: COMPREHENSIVE GRANT PROGRAM (CGP) I. RECOMMENDED ACTION: ADOPT Resolution No. 3668 Approving Comprehensive Plan or Annual Statement and AUTHORIZE submission of a Comprehensive Grant Program (CGP) application, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Approval of the Comprehensive Grant Program application by HUD will result in the award of approximately $2.7 million funding during 1993 for public housing modernization activities. III. REASONS FOR RECOMMENDATION/BACKGROUND: A requirement of the U. S. Department of Housing and Urban Development's (HIED) Comprehensive Grant Program (CGP) , which replaces the Comprehensive Improvement Assistance Program (CIAP) , is that a resolution must be adopted certifying that the Housing Authority will comply with certain Federal procedural and program provisions in administering the grant. The purpose of this resolution and the application for CGP funding is to continue the modernization of public housing stock in Contra Costa County. The CGP program provides modernization funding on a formula basis and the approximate amount of funding the Housing Authority will receive for federal fiscal year 1993 is $2.7 million. At its regular meeting on Monday, February 8, 1993, the Advisory Housing Commission voted to recommend adoption of Resolution No. 3668 and submission .of a Comprehensive Grant Program application to HUD. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve Resolution No. 3668, the Housing Authority would be unable to submit a Comprehensive Grant Program application and would forfeit approximately $2.7 million in .funding during 1993 for public housing modernization activities. Martinez,California 94553 Central Administration O (510)372-0791 a FAX(510)372-0236 NOTICE OF MEETING HUD COMPREHENSIVE GRANT PROGRAM Dear Resident: The Department of Housing and Urban Development (HUD) is providing modernization funding on a formula basis to the Contra Costa County Housing Authority to improve the physical condition and upgrade the management and operation of existing public housing. This modernization funding will be through the new Comprehensive Grant Program (CGP) which replaces the Comprehensive Improvement Assistance Program. This year, our grant amount will be approximately 2.7 million dollars. The purpose of this Notice is to announce the beginning of our planning process to impleme t the CGP. Residents of public housing, along with our local government leadership, have a vital role and responsibility in assisting the Contra Costa County Housing Authority in developing and implementing its strategy for improving public housing operations in such areas as: modernization; maintenance; management; security;. and resident empowerment initiatives. To receive this funding, we are required to develop a Comprehensive Plan, in consultation with residents, local government, and other interested parties. Key elements of the Comprehensive Plan includes: Executive Summary; Physical Needs Assessment; Management Needs Assessment; Five-Year Action Plan; Local Government Statement; Board Resolution; and Annual Statement, The Comprehensive Plan must be submitted to the HUD Field Office by March 1, 1993. It is imperative that the above deadline be met. To do so, the below scheduled resident meeting will be held to solicit your input. Due to the time limitations, we hope that you understand the hasten notice. These consultation requirements include establishing a Partnership Process with residents to develop and implement the goals, strategies and priorities identified in the Comprehensive Plan. The Partnership Process includes a required public hearing on the Comprehensive Plan and a meeting for residents at least three weeks before the public hearing. The resident meeting is scheduled for Tuesday, January 26, 1993, from 5:00 p.m. to 7:00 p.m at the Housing Authority Conference Room located at 3133 Estudillo Street, Martinez, and the public hearing will be held' on Monday February 8. 1993 at 6:00 p.m at the Housing Authority Conference Room located at 3133 Estudillo Street in Martinez. Both of the meetings mentioned in this Notice are open to the general public should you wish to attend. In addition to these meetings we will work closely with the established Resident Councils in those developments where a Council exists. This Housing Authority is an advocate of resident, community and PHA partnership in creating a successful Comprehensive Grant Program. Informational and planning meetings were held with both residents and community leaders prior to the development of this Comprehensive Grant application. Our application requests a total of $2,722,894.00 for 1993 and 1994. These funds will enable the Housing Authority to continue its planned comprehensive improvement work, to implement management improvements, to offer security guards on a PHA-wide basis, and to offer a variety of youth and senior programs. The Housing Authority of the County of Contra Costa will meet the needs identified in its Section 504 Transition Plan by the July 11, 1994 extended deadline granted December 22, 1993. A copy of the letter of extension and a copy of Resolution No. 3655, adopted by the Board of Commissioners on June 16, 1992, certifying that the Housing Authority will meet the July 11, 1994 deadline follow Form HUD-52836, PHA Board Resolution Approving Annual Statement. The proposed physical and management improvements are critically needed, and the Housing Authority urges that HUD fund the entire amount of requested CGP funds. Under the Comprehensive Grant Program (CGP) , the Authority anticipates receiving a total of $13 ..6 million during the five-year planning period. Of that amount, 10%, or $1.4 million, may be spent for management improvements and 7%, or $953,000, may be spent for administration. Based on these figures, the Authority should receive $2 .7 m- llion annually including up to $272, 175 for management improvements and up to $190,500 for administration. Over the last 9 years the Authority has been aggressively and comprehensively modernizing each of its family developments . The Authority expects to continue following the same general 5- year Comprehensive Plan for Modernization, established under the Comprehensive Improvement Assistance Program (C. I .A.P. ) . Under this plan, the Authority will finish comprehensive modernization of all of its family developments first and then work on its senior developments. In order to provide additional flexibility for proper • administration of the CGP grant, the Authority is submitting a two year Annual Submission, for FFY 1993 and FFY 1994 . This will allow the Housing Authority to prioritize and expedite work items from a two year approval list. I.PHYSICAL IMPROVEMENTS Comprehensive modernization of two family developments is being completed under the last phases of C. I .A.P. funding. Funding for the comprehensive modernization of CA011008, Los Arboles in Oakley, was approved under the FFY 1993 Comprehensive Grant Program. It is anticipated that the Authority will use approximately $1 . 0 million of the $2 . 7 million available in the first year of the CGP to begin the modernization of Casa de Serena in West Pittsburg; this is a 50 unit senior complex and will be the first senior development to be comprehensively modernized. In addition to the work in West Pittsburg, the Authority will continue work throughout its 14 developments upgrading site facilities , non-dwelling buildings, and dwellings . Some Section 504 (handicapped accessibility) work is also budgeted . It is anticipated that the remaining four senior developments will be comprehensively modernized from the second year through the fifth year of the CGP. In addition, the Authority will complete all work related to handicapped accessibility requirements by July 1994 , complete all lead-based paint testing by December 1994 , and abate all lead-based paint found present in the family units by the end of the five-year period. -22- II. MANAGEMENT AND ADMINISTRATIVE IMPROVEMENTS • Over the next five years, the Authority expects to use the $2 . 1 million available for management and administrative improvements to continue to improve our management and administrative capabilities . For the first year of the CGP, the majority of the $272, 175 earmarked for management improvements will be used to provide security guards and Deputy Sheriffs who will work PHA- wide. This will provide the flexibility to address specific security situations, as needed, at each of the developments . Funds are also allocated to provide a Resident Services Coordinator to better coordinate community services available to residents . In order to more efficiently process the administrative and accounting workload, upgrades to the computer system and phone system are also planned. For the remaining years, the Authority plans to use the majority of its management and administrative funding for purposes similar to the first year of this five year plan. III. SECTION 504 COMPLIANCE The Authoritv submitted its Section 504 Needs Assessment and Transition Plan in 1990 . According to the plan, the Authority needed to provide 22 fully accessible units PHA-wide. By the July 1992 deadline, the Authority will have budgeted and scheduled the work on ll of these units . The Authority has budgeted the remodeling of the remaining 10 units under the FFY 1992 CGP. As all work will not be completed by the first Section 504 deadline, the Authority submitted a request for an extension; an extension was granted establishing July 1994 as the Section 504 deadline. The Authority determined that it should incorporate the remodeling of units to meet Section 504 requirements into the Comprehensive Plan for Modernization that it has followed for the last 8 years . As a consequence, a minimum of 5% of the units have been remodeled as part- of the Authority' s comprehensive modernization of each family development since 1990: It was determined that the fully accessible units needed in developments modernized before 1990 should be budgeted under C. I .A.P. 913, FFY 1992 CGP and 1993 CGP. Most of the senior units already meet Section 504 requirements for accessibility. We are targeting completing the required handicap accessibility work in the family developments by July 1994 to comply with the Section 504 deadline extension. IV. ADDITIONAL NEEDS Accrual of additional needs during the five-year period may cause some shifting of the priorities- as the Authority updates its five-year Action Plan each year and may result in additional unfunded need at the end of the period. Urgent repair needs which occur during the five-year period will be factored into the annual update of the Action Plan . Emergency work will be done immediately. Box 2759 • Martinez, California 94553 Central Administration • (510)372-0791 • FAX(510) 372-0236 COMPREHENSIVE GRANT PROGRAM RESIDENT PARTNERSHIP - GENERAL ISSUES & PHA RESPONSE The Housing Authority of the County of Contra Costa fully supports the Department of Housing and Urban Development's position that the success of the Comprehensive Grant Program rests upon the degree to which residents and the community work with the PHA in all aspects of its COMP Grant Program and hold the PHA accountable for the quality of work performed. To this end, the Housing Authority this year has conducted two informational planning meetings with both residents and community leaders. The result of this partnership process has been the continued support of both the residents and the community of the five year modernization strategy developed by the COMP Grant Planning Committee last year. RESIDENT/COMMUNITY PARTNERSHIP On January 22, 1993, notices were delivered to all public housing • residents and notices were mailed to the leadership of local governments. This notice announced the date of the COMP Grant informational/planning meeting to be held on January 26, 1993, and the Public Hearing to be held on February 8, 1993 . A copy of this notice is included at the end of this section. Housing Authority staff met with residents from all of the public housing developments and representatives from local government on January 26, 1993. At this meeting the COMP Grant process was reviewed and those present were told how the PHA is able to obtain funds to make physical improvements in the public housing developments, and also explained what percent of the funding allocated could be used for management improvements and administrative costs. Staff further explained that there were very specific HUD rules and regulations on how the funds could be spent by the PHA. The vital role of the residents and the community leadership in the planning process was reviewed and resident priorities were discussed. A copy of the agency's draft Five Year Strategy Statement for 1993-97 was distributed. Staff also requested those present complete and return a Resident Suggestion Form, listing improvements they believe are needed in their particular housing development. -32- A Public Hearing for the proposed COMP Grant program was held on Monday, February 8, 1993, at 6:00 p.m. , as part of the regularly scheduled monthly Advisory Housing Commission Meeting. The Commission meets in the Housing Authority's administrative office building, which is located centrally in Contra Costa County. This building is near public transportation, has ample parking, and is totally accessible for persons with disabilities. The Public Hearing was opened and the draft Five Year Strategy reviewed. There were guests present, however, no statements or questions were addressed to the Board. The Public Hearing was then closed by the Chairperson. At the end of this section are copies of the minutes from the community meeting and the Advisory Housing Commission minutes of the Public Hearing. SUMMARY OF GENERAL ISSUES & PHA RESPONSE During the meeting with public housing residents and community leaders, strategies for improving public housing operations were revisited in areas such as: improvements to the buildings, maintenance, PHA management needs, security issues, and resident services. The general issues of concern were: • > Residents from all developments were concerned about safety issues and felt that more police protection/patroling was needed. One senior complex requested a barrier to prevent youngsters from passing through their development. > Residents from one senior complex requested air conditioning. > Residents want more services brought on site; expand existing programs and add new services for youth and seniors. > Residents requested improved sidewalks at one senior development. > Residents at one large family complex requested the hot water heaters moved out of the units and into an exterior storage shed. > Residents at one large family complex requested that storage sheds not rennovated during CIAP, be renovated now. > Residents at one senior complex requested additional, easy to reach kitchen cupboards. -33- Safety is a concern of all residents. Because there is such limited funding discussion ensued about alternative measures that the residents can take to improve security at their housing complexes (ie: Neighborhood Watch Programs, reporting incidents to police, having on-site safety meetings conducted by local law enforcement staff) . It was agreed that funds should be spent to address the most critical resident safety issues in North Richmond. The Housing Authority agreed with the overall concerns of the residents and community leaders. Some of the items discussed will be addressed through COMP Grant and others from different funding sources. The Housing Authority reminded residents and community leaders of a few requirements the PHA must address; remodeling some units and field offices so they are totally handicapped accessible and meeting the ADA needs of staff. It was felt that the draft Five Year Strategy Statement for 1993-97 met the current needs of the residents and that planning meetings for future funding years could refine the strategy and address new issues as they become apparent. COMP GRANT PLANNING COMMITTEE Networking with the residents of public housing developments and • with community leaders, attending a variety of meetings with both groups throughout the year, will enable us to identify significant problems and mutual concerns. We can then work toward resolving the issues, through either the COMP Grant process or other avenues available, and improve both the physical conditions and quality of life in our public housing communities. • -34- HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA Comprehensive Grant Program Resident Participation Meeting January 26, 1993 Attendance Housing Authority Staff Bob McEwan, Marge Gladman, and Susan Smith. Residents from all public housing developments and leaders from local communities and the County were invited to attend. The meeting began at 5:00 p.m. , it was held in the Housing Authority Board Room, 3133 Estudillo Street, Martinez, CA. After welcoming the residents and community representatives, Bob McEwan gave a brief overview of the Comprehensive Grant (COMP Grant) Program, explaining that this is the funding source for modernization of the public housing developments. He explained that HUD used a formula to determine how much money each Housing Authority was eligible to receive under the COMP Grant Program. We can expect to receive $2 .7 million per year for the next five years under COMP Grant. Mr. McEwan stated that it is extremely important for the residents and community leaders to provide the Housing Authority • with specific input on the type of improvements they would like to see at their sites. He explained that the COMP Grant funding from HUD could be used to modernize and improve the physical buildings that form our public housing developments, and a percentage of the funds could also be used for management improvements such as hiring security staff (Sheriff or guards) , improving services for residents, and improvements that would enable the agency to better manage the developments such as upgrading office computer equipment. It was explained to the residents that the COMP Grant program has very specific regulations about the types of improvements and services that can be approved under the program. Mr. McEwan also explained that the Housing Authority is following the five year strategy developed with the residents, the County, and involved cities last year. Basically, the Housing Authority is continuing the comprehensive modernization of the family housing developments ( just completing Brentwood, beginning Antioch, and Oakley, the last family development to undergo modernization, will begin in 1994 ) . Then the Housing Authority will begin comprehensive programs at the senior complexes, in this order: Casa Serena, Casa de Manana, Hacienda, and Elder Winds. The Housing Authority is also remodeling units to create totally handicapped accessible units at each housing development. • -35- HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA Resident Participation Meeting January 26, 1993 page 2 Susan Smith discussed the Housing Authority's proposed adminis- trative improvements which include 2 Deputy Sheriffs for North Richmond, security guards for emergency situations, hiring a Resident Services Coordinator (advocate for senior and family services) , upgrading agency telephone systems, replacing old telephone equipment for the hearing impaired, ergonomic office equipment to meet ADA requests, and some computer upgrades for the public housing offices. The residents and community leaders supported the agency's plan to continue with comprehensive modernization and to make needed adminstrative improvements. Residents also talked about their priorities and improvements that they would like to see at their individual housing developments. Some of the items discussed are being completed with other Housing Authority funds and some others will be incorporated in future comprehensive modernization programs. Staff distributed resident comment forms and also asked residents to take forms to their neighbors for completion. Residents of public housing, along with our local government leadership, have a vital role and responsibility in assisting the Contra Costa County Housing Authority in developing and implementing its strategy for improving public housing operations in such areas as: modernization; maintenance; management; security; and resident empowerment initiatives. . To receive this funding, we are required to develop a Comprehensive Plan, in consultation with residents, local government, and other interested parties. Key elements of the Comprehensive Plan includes: Executive Summary; Physical Needs Assessment; Management Needs Assessment; Five-Year Action Plan; Local Government Statement; Board Resolution; and Annual Statement. The Comprehensive Plan must be submitted to the HUD Field Office by March 1, 1993. It is imperative that the above deadline be met.. To do so, the below scheduled resident meeting will be held to solicit your input. Due to the time limitations, we hope that you understand the hasten notice. These consultation requirements include establishing a Partnership Process with residents to develop and implement the goals, strategies and priorities identified in the Comprehensive Plan. The Partnership Process includes a required public hearing on the Comprehensive Plan and a meeting for residents at least three weeks before the public hearing. Mr. Martinez provided the Advisory Housing Commission members with an update on the State and County budget crisis, lie, again, reminded the Commission members that continuing cuts in AFDC could have an impact on Housing Authority revenue as a significant number of families on housing are also on AFDC. However, the Housing Authority receives its funding from HUD and only joint programs with the County, such • —40— as the homeless shelters, are funded through the County budget. Mr. Martinez distributed copies of the Notice of Public Hearing on Fire Suppression Assessments and Availability of Report and the January 28, 1993 report to the Board of • Supervisors from the County Administrator on the proposed process for addressing the County's 1993-94 budget in light of the impact of the State's actions on the County. 2. Mr. Martinez distributed copies of a letter from HUD inviting the Housing Authority of the County of Contra Costa to apply for participation in the Prevention in Housing Communities (PHC) initiative. The PHC is an exciting training initiative for recipients of the Public Housing Drug Elimination Program (PHDEP). Ten housing authorities from the San Francisco Regional Office will be chosen to participate in the PHC to be held April 26-30, 1993 in San Francisco. An application must be faxed or mailed by Monday, February 22, 1993. The selection process will be completed by February 26, 1993. An update on this program will be made at the March meeting. 3. Dates for the proposed Budget Workshop will be a Determination Item on the Marche Agenda. Committee Resorts Policy & Strategy Committee met and recommends: 1. Approval of Consent Item 93-013, approving the Comprehensive Plan and authorizing submission of an application to HUD; 2. Discussed submission of an application to HUD for the HOPE Program (Homeownership Opportunity for People Everywhere) to determine the feasibility of the , homeownership program for Las Deltas, Bayo Vista and El Pueblo; 3. Discussed the project based certificate program, which would tie Section 8 certificates to rental properties and to low-income families; 4. Discussed the possibility of changing the policy on Advisory Housing Commission travel; and, 5. Discussed the possibility of the Housing Authority working with the Redevelopment Agency in relocation of families from buildings which were designated for redevelopment. This.would assist the Redevelopment Agency in lowering its costs and would enable the construction of additional affordable rental housing. This item will be on the Consent Calendar at the March meeting. Development Committee met and recommends: 1. Approval of consent Item- 93-013; 2. The loan for Casa del Rio closed and construction has started; 3. We are moving ahead on Mt. View House on Shell Avenue. Hopefully, it will be completed by the end of March; 4. Wrapping up the modernization in Brentwood and almost ready to begin the modernization in Antioch; and, S. Discussed the HOPE program. Budget Committee met and recommends: 1. Mrs. Cross explained that this was a bare bones budget with equipment requests limited to replacement of obsolete equipment and no requests for betterments. Additionally, we-have used extreme caution in preparing the budget in order to maximize the scope of the funds requested. Vice Chairperson Lin moved to approve Consent Item 93-014. Curtis Timmons expressed his concern for the number of people who are facing extreme hardship. Because of the cuts in AFDC many additional families will be forced into homelessness and Rev. Mr. Martinez and Mrs. Smith gave a brief overview of the Section 8 program and extended an invitation to Rev. Timmons to meet with them at Central Office for a detailed briefing and an overview of the Central Waiting List. Rev. Timmons indicated his interest and appreciation. Board Communications Chairperson Latimer reported on the Bi-Chapter meeting in Monterey, January 30 - February 2. The meeting was poorly attended and Chairperson Latimer suggested that the annual Bi-Chapter meeting be held on a date other than one coinciding.with Super Bowl Sunday.
