FEBRUARY 9 , 1993 SUBJECT: AUTHORIZE THE COMMUNITY DEVELOPMENT DEPARTMENT TO SPONSOR THE FOURTH ANNUAL RECYCLING AND SOURCE REDUCTION AWARDS. AUTHORIZE THE EXPANSION OF THE AWARDS TO INCLUDE A CATEGORY FOR RECYCLED PRODUCT MANUFACTURER AND STUDENT VIDEO CONTEST. SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Authorize the Community Development Department to sponsor the Fourth Annual Recycling and Source Reduction Awards. 2 . Authorize the Community Development Department and Contra Costa Television to sponsor a Student Video Contest as part of the Annual Awards. The videos will promote recycling, waste reduction, and composting. 3 . Encourage individuals, organizations, businesses, schools communities/neighborhoods, and school/school districts to nominate themselves or others for the awards. FISCAL IMPACT None to the General Fund. The cost of the Awards is included in the 92-93 budget for solid waste programs. The Student Video Awards, a total of $200. 00, will be funded by a grant from the Contra Costa Television Video Grant Program. BACKGROUND/REASONS FOR RECOMMENDATIONS The Fourth Annual Recycling and Waste Reduction Awards are designed to recognize the contributions to reducing the waste stream made by individuals, business/commercial, community groups, neighborhoods, schools and school districts. This year the programs have been expanded to emphasize the manufacture of products made with , materials recovered through recycling programs. The Contra Costa County Student Video Contest will promote the message of reducing waste through the use of 30 second "commercials" which will be shown on Contra Costa Television. Funding for the awards will. be provided by the Contra Costa Television Grants program. The Grant Program is designed to encourage the meaningful use of Community Television to inform, train and serve the citizens of Contra Costa County. The grants are funded through the Community Access Trust Fund with a portion of the franchise fees received from each Cable Company franchised by the County. Each 30-second video will be shown on CCTV and will include students in either the production or in an acting role. Involving schools in the contest will increase understanding by students, teachers, and parents of recycling andother waste reduction issues. It will also encourage them to watch CCTV for its other programming, including the televising of Board of Supervisor's meetings. JF:gms rMoWideoCon
