Bragdon g _ s Costa Director of Community Development County DATE: February 9, 1993 �dsr SUBJECT: FY 1993 Emergency Shelter Grant Application SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Director of Community Development or his designee to: execute and transmit an application with required certifications to the U. S. Department of Housing and Urban Development (HUD) for FY 1993 Emergency Shelter Grant (ESG) Program funds 1n the amount of $49,000; and, following federal approval, execute the FY 1993 ESG Grant Agreement between HUD and the County. Funds will be used for to provide a kitchen, fencing, and site improvements at the Mountain View Family Shelter. FISCAL IMPACT No General Funds are involved. Garnett) AND COUNTY ADMINISTRATOR Community Development Housing Authority BY , DEPUTY County Office of Education K-1/KH/ESG93A BACKGROUND/REASONS FOR RECOMMENDATIONS The County proposes to use FY 1993 ESG funds at the County' s Mountain View Shelter for homeless women and families in Martinez for the following purposes : $40,000 to provide a commercial training kitchen; and $9,000 for fencing and site improvements . These projects are strongly supported by the Housing Authority of Contra Costa County and the Association of Homeless Housing Service Providers . o The proposed commercial kitchen at the Mountain View Family Shelter will enable the County to provide job training in food preparation to homeless shelter residents, increasing the ability of this population to ultimately achieve economic independence. In addition, onsite food preparation will significantly improve the operating efficiency of this shelter and help to ensure the provision of a nutritious food program for resident families . o The existing fence at the Mountain View Shelter is in extremely poor condition. Safety considerations surrounding the presence of children at this facility require that this fence be replaced . at the earliest, possible time. In addition, plantings, irrigation improvements, and soil amendments are needed in order to provide erosion control .
