SUBJECT: APPROVAL AND AUTHORIZATION TO SIGN BUDGET' PROPOSAL AND CONTRACT
FOR OFFICE ON AGING'S HEALTH INSURANCE COUNSELING AND ADVOCACY
PROGRAM
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
APPROVE AND AUTHORIZE the Director, Office on Aging to submit
the Budget Narrative and Budget Summary for the Information,
Counseling and Assistance (ICA) Grant (County #29-503) in the
amount of $16,707 for the period December 28, 1992 through
December 27, 1993 to the. California Department of Aging.
AUTHORIZE the Director, Office on Aging, or designee to
execute the ICA Contract (# 29-503) subject to approval by
County Counsel or the Social Service Department Contract
Administrator as to legal form.
AUTHORIZE the Director, Office on Aging, to sign and submit
future State ICA Contract Amendments that only reflect an
adjustment in line items or increased revenues where the
amendments do not result in additional- County cost or
decrease in grant revenue.

II. FINANCIAL IMPACT
The total budget for the ICA Grant (#29-503) is $16,707. It
is entirely funded by the California Department of Aging. No
county funds are budgeted for this contract. It represents
new revenue to Contra Costa County and is a two year project
with authorization for the first year of funding.
III. REASONS FOR RECOMMENDATION/BACKGROUND
Mandated under AB2419, the Health Insurance Counseling and
Advocacy Program (HICAP) has been operated by the County's
Office on Aging for the past seven years. The ICA Grant will
bring additional new revenue to the HICAP Program. This
grant is designed to increase health insurance counseling to
the underserved citizens of Contra Costa County including
ethnic minorities, the disabled on Medicare and the frail
elderly.
