SUBJECT: Approving Rodeo Creek Silt Removal Project, Rodeo Area

SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE project and DETERMINE that the project is exempt from CEQA requirements as a
Class 4g Categorical Exemption, and
DIRECT the Chief Engineer to prepare contract plans and specifications for construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.
DIRECT the Chief Engineer to arrange for payment of the $25 handling fee to the County Clerk
for filing of the Notice of Exemption.
II. Financial Impact:
The estimated project cost is $80,000, funded by Flood Control District Zone 8 Funds (100%)

The project is needed to remove accumulated sediment and restore the bottom elevation of
Rodeo Creek. This will reestablish the volume and flow capacities of the creek within the project
limit.

The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because this project consists of maintenance desilting of an existing flood control
channel. No mature, scenic trees will be removed and the soil will be deposited in an upland
location (Section 15304 of the CEQA guidelines).
IV. Consequences of Negative Action:
Delay in approving the project may result in damage to properties abutting the channels. If a
design capacity event occurs, flooding will result along the banks of the -channels due to
decreased capacities.

Project Description, Common Name (if any) and Location: RODEO CREEK SILT REMOVAL County File #CP
92-96: From the cross-sectional surveys conducted for Rodeo Creek, approximately 6,000 cubic
yards of sediment will be removed. Excavators, operating from the top of the channel, will remove
the bulk of the accumulated silt. Inaccessible areas, due to overhead obstructions such as bridges
and pipeline crossings, will be desilted with small front-end loaders within the channel. Temporary
dams will be installed at either end of the project and the low flows pumped around the worksite.
Subject project is described as follows: The portion of Rodeo Creek channel, from 80 feet north
of the Southern Pacific Railroad bridge to approximately 160 feet south of Third Street in Rodeo.
Rodeo Creek, upstream of the railroad bridge, is a rectangular, concrete-lined channel varying in
width from 25 feet to 46.5 feet. Immediately to the north and south of the concrete channel,
Rodeo Creek is confined in an earthen channel with rock-lining at the transition.
This project is exempt from CEOA as a:

_ Declared Emergency (Sec. 15269(x)) _ General Rule of Applicability (Section 15061(b)(3))
Emergency Project (Sec. 15269(b) or (c))
xx Categorical Exemption, Class 4a Section 15304
for the following reason(s): The project will not have a significant effect on the environment. The
project consists of maintenance desilting to restore the design capacity of the Rodeo Creek channel
and the deposition of silt in an upland location in accordance with the Department of Fish and
Game and the Army Corps of Engineers permit requirements. No scenic trees will be removed, nor
will materials be discharged into the creek or bay.
