THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on July 14, 1992 by the following vote:
AYES: Supervisors Powers, Fanden, Schroder, Torlakson, McPeak
NOES: None
ABSENT: None
ABSTAIN: None

SUBJECT: Report Entitled "The Utilization .of Minority and Woman-
Owned Business Enterprises in Contra Costa County"
The Chair convened the hearing on the report entitled "The
Utilization of Minority and Woman-Owned Business Enterprises by
Contra Costa County" prepared by National Economic Research
Associates, Inc.
The following persons spoke on various issues noted in the
report, such as, the qualifications and classifications of the
participants in the study, the effects of bonding and financing on
disadvantaged and minority firms in attempting to obtain public
contracts, the need for apprenticeship programs to provide for a
knowledge of the trades, and appreciation to the Board of Supervisors
for their support for affirmative action and utilization of minority
and women owned businesses:
Tom Holsman, Associated General Contractors of California, 1350
Treat Boulevard, Suite 160, Walnut Creek 94596;
Richard S. Lujan, United Council of Spanish Speaking
Organizations, 837 Arnold Drive, Martinez 94553 ; and
David A. McCosker, AGC, 1641A Challenge Drive, Concord.
All persons desiring to speak having been heard, IT IS BY THE
BOARD ORDERED that the hearing is CLOSED.
IT IS FURTHER ORDERED that the County' s Affirmative Action
Officer is REQUESTED to prepare appropriate recommendations for
consideration by the Board on July 28, 1992.
