MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: JULY 14, 1992 SUBJECT: Authorize Bid Advertisement for Phase One Environmental Construction at Contra Costa County-Byron Airport under AIP Project #3-06-0008-05 SPECIFIC REQUEST(S)OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: AUTHORIZE Public Works Director to advertise for bids for Phase One environmental construction at Contra Costa County-Byron Airport. Advertising for this project will commence on July 14, 1992, and bid opening has been scheduled for August 13, 1992. II. Financial Impact: Estimated cost of this portion of the project is $456,000 of which 90% will be funded by the Federal Aviation Administration. The local share is estimated to be $45,600 which will be paid for out of the Airport Enterprise Fund utilizing a portion of a loan from the California Department of Transportation Division of Aeronautics which has already been received. III. Reasons for Recommendations and Background: A fair amount of environmental mitigation is required of this project in order to obtain the Corps of Engineer's 404 permit. To expedite the construction, the environmental work has been broken into two phases. The first phase consists of constructing a replacement pond at the Byron Boys' Ranch and the wetlands construction. The second phase, which will complete environmental construction, will be included as a part of the paving project for the new runways next spring. Hodges & Shutt will be responsible for overall inspection and testing and will provide in-off coordination of construction activity. Hodges & Shutt shall prepare the weekly FAA progress reports and the monthly FAA. pay estimates. This project does not contain any airfield construction; therefore, FAA's Advisory Circulars are not applicable. Additionally, the construction does not affect the continued operations at the existing Byron Airport. For the most part, CALTRANS specifications have been used for earthwork, fencing, and other minor items. The remainder of the Specifications have been derived by the biological consultant and are tailored to fit the specific condition in the Corps permit. All work called for in this contract are essentially earthwork in nature and there should be an adequate number of bidders in the local area.
