RECOMMENDATION FIND that an emergency exists and AUTHORIZE the Director of General Services to proceed in the most expeditious manner, pursuant to Public Contract Code Section 20134, to make facility improvements to enhance security at Juvenile Hall Facility, 202 Glacier Drive, Martinez, and DECLARE that the project, as an emergency, is exempted from the provisions of the California Environmental Quality Act under Section 15269(c) of the State CEQA guidelines . II . FINANCIAL IMPACT Costs will be covered by Proposition 86 bond funds and by County matching funds. These matching funds are available in the plant acquisition account established for this project. III . BACKGROUND A. In the past year there have been four escapes from the juvenile hall facility, involving eleven escapees . The escapees included persons held on murder and attempted murder charges and for drug violations. Certain facility improvements are needed to reduce this high rate of escape and to improve the safety and security of staff and the public. The County Probation Officer has asked that these improvements be accomplished without delay. Using the normal design and bid process, improvements could not begin until the end of October. During this period, the staff and the public would continue to be exposed to a dangerous rate of escape incidents . C. It is possible to bypass the normal procedures for bidding the project and begin improvements and alterations at the facility by the end of August through the provisions of Section 20134 of the Public Contract Code, when the appropriate findings of an emergency are made by the Board. D. ' Accept report from the County Administrator and the County Probation Officer on the status of Juvenile Hall security improvements. 2 . Direct the General Services Department to proceed on a priority basis to complete the security modifications to the Juvenile Hall included in the approved State Proposition 86 matching grant. 3 . Direct the Probation Department to implement immediate, temporary measures to improve the security at the Juvenile Hall. BACKGROUND: The Board, on December 4, 1990, approved the application for $1, 329 ,808 of funding from the County Correctional Facilities Capital Expenditure and Youth Facility Bond Act of 1988 (Proposition 86 ) . The funding, which requires a 25% match, continues the Juvenile Hall and Byron Boys ' Ranch improvements for deferred maintenance and correction of fire, life, health or security deficiencies begun with the State Proposition 52 funding in prior years. The State approved the grant application and design work is beginning on the list of projects included in the application. The design and bidding process through the normal process will require until the fall of 1993 for construction to begin. The most serious escape was on June 7, 1992 , when five residents overpowered a group counselor, exited a security door and scaled a cyclone fence. In order to improve security and staff safety and minimize further escapes, it is recommended that the following security projects be completed within the next two months or sooner, if possible: 1. Metal security gates outside each unit playfield door. $ 6,986 2 . Replace hardware cloth on playfield fence and install additional outrigging. 94 , 581 3 . Relocate/replace cameras and monitors in Sierra' s admissions unit. 26 , 900 4. Install metal detectors in the Court side and police entrances to Sierra. 11,051 5 . Install sally port in Sierra' s police entrance. 47,720 6. Install bullet-resistant security glass, an intercom and window counter tray in Sierra lobby window. 18 ,935 TOTAL $206 , 173 The above six projects are part of the County' s Proposition 86 grant application as approved by the California Youth Authority. Scheduling the projects in the manner set forth above has been approved by the Authority. All of the projects remain eligible for the grant reimbursement as originally approved. The Probation Department, as a temporary, immediate security improvement, has borrowed a walk-through metal detector from the Sheriff ' s Department that will be used in the admissions and release unit.
