SUBJECT: Tri-Valley Affordable Housing Committee
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Confirm support for creation of the Tri-Valley Affordable Housing
Committee as an official Subcommittee of the Tri-Valley Council, and
appoint the Supervisor from District 3 (or his designee) as the Contra
Costa County representative on the Committee.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Tri-Valley Affordable Housing Committee was established in 1991
as an informal committee to explore affordable housing needs and
potential cooperative approaches to meeting those needs in the Tri-
Valley area. Committee participants include representatives from
Alameda and Contra Costa County, and the cities of Livermore,

Pleasanton, Dublin, San Ramon, and Danville. The Committee has
been successful as a mechanism for sharing information on regional
housing needs, cost-effective housing programs, and pending
legislation on affordable housing development and financing.
At the June 2 , 1992 meeting of the Board of Supervisors, the Board
received a letter from the Mayor of Pleasanton requesting the
County' s support for reorganization of the ad hoc Tri-Valley
Affordable Housing Committee (TVAHC) into a formal subcommittee of
the Tri-Valley Council (agenda item 1 . 135 referred to the Community
Development Department for recommendation) . At its June 3, 1992
meeting, the Tri-Valley Council acted to establish the Tri-Valley
Affordable Housing Committee as a formal subcommittee of the
Council, with appointed representatives and voting members .
By appointing a member of the Board of Supervisors to serve as the
County' s official representative on the Tri-Valley Affordable
Housing Subcommittee, the Board will confirm its support for
cooperative approaches to meeting regional and subregional
affordable housing needs . As the Board representative for the Tri-
Valley area (Contra Costa portion) and the current County member on
the Tri-Valley Council, the Supervisor from District 3 (or his
designee) is recommended as the official Contra Costa County
representative for the Tri-Valley Affordable Housing Sub-Committee.
