SUBJECT: 1992/93 FIRE FLOW TAX RATE
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)3 BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
Amend Board of Supervisors Order of June 2 , 1992 to
establish a tax rate of 6. 0 cents per gallon of fire flow
for fiscal year 1992/93 as recommended by the Moraga Fire
Commission.
II . FINANCIAL IMPACT:
Provides additional revenue of approximately $480, 000 . 00
in fiscal year 1992/93 for the Moraga Fire District.
III . REASONS FOR RECOMMENDATION:
1991/92 fiscal year revenues were inadequate to meet the
total needs of the district. Possible state action to
eliminate or reduce the Special District Augmentation Fund
will drastically lower service levels. Additional revenue
from voter approved taxes will help the district maintain
basic service levels in fiscal year 1992/93 .

IV. BACKGROUND:
In June of 1980, voters of the Moraga Fire Protection
District overwhelmingly approved a permanent fire flow
taxing authority to maintain fire district services and
capital outlay programs. Fire flow tax rates ranging from
0 to 6 cents are established annually by the Board of
Supervisors in their capacity as Governing Board of the
Moraga Fire Protection District. County Ordinance 80/19
requires the fire flow tax rate be set by the Board of
Supervisors no later than July 31st for levy in the 1992/93
fiscal year. The tax rate was initially set at 3 . 0 cents
on June 2 , 1992 , but due to new information on revenue
reductions by the state, the Moraga Fire Commission
at its ' June 22 , 1992 meeting recommended the Board of
Supervisors set the rate at 6. 0 cents. Approval of a 6. 0
cent tax rate will supersede the previous Board action.
V. CONSEQUENCES OF NEGATIVE ACTION:
Continuing revenue shortfalls will affect the ability of
the Moraga Fire Protection District to maintain basic
levels of fire protection and paramedic/ambulance service.
