Spooner, Contracts Administrat Costa DATE: June 18, 1992 County SUBJECT: Approval of Contract #29-764-1 with The California Major Risk Medical Insurance Board SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Milt Camhi) to execute on behalf of the County, Standard Agreement #29-764-1, Drug-Free Workplace Certification and any modifications Or amendments (to increase the maximum amount of the agreement or administrative costs) , with The California Major Risk Medical Insurance Board, in an amount not to exceed $100, 000, effective July 1, 1992 through June 30, 1993 , for the second year of funding for the Major Risk Medical Insurance Program. II. FINANCIAL IMPACT: This Program is funded through a combination of Contra Costa County Health Plan (CCHP) subscriber premiums and State of California funding from tobacco tax monies. Neither CCHP nor County are at risk for costs of services in the Major Risk Medical Insurance Program. Each subscriber will pay 125% of the usual premium and the State will fund the difference between that and the total cost of care, up to $100, 000 during the term of this agreement. The California Major Risk Medical Insurance Board has established this contract as a confidential document for one year and requires that the fiscal provisions attachment shall remain confidential for a period of four years. Total revenue to the County under this program will depend entirely upon enrollment volume. III. REASONS FOR RECOMMENDATIONSfBACKGROUND: The California Major Risk Medical Insurance Program is a State program designed to provide health insurance to Californians who are unable to obtain coverage on the open market. The subscriber pays 125% of the usual premium cost, a deductible per household per year, and a copayment for most services up to an annual maximum requirement of $2, 000 per year per subscriber or $3, 000 for the entire household. The State pays remaining health care costs and an administrative fee per member per month. On March 26, 1991, your Board approved Standard Agreement #29-764, for participation by Contra Costa Health Plan in this newly created Program. The Health Plan also received an endorsement for participation in the Program from the HMO Advisory Board. The State has been particularly interested in the Contra Costa Health Plan because of its status as a local government-run Federally-qualified, State-licensed HMO and its expertise in case management. Approval of Standard Agreement #29-764-1 will allow the Contra Costa Health Plan to continue to participate in the Major Risk Medical Insurance Program through June 30, 1993 . GM:jp
