RECEIVE the final report entitled "The Utilization of Minority and Woman-Owned Business Enterprises by Contra Costa County" prepared by National Economic Research Associates , Inc . (N/E/R/A) . 2 . DIRECT the Affirmative Action Officer to distribute the report to trade groups , community organizations and other interested parties and to solicit their written comments by July 6 , 1992 . 3 . SCHEDULE a hearing on July 14, 1992 for the Board to receive and consider public comments on the report and DIRECT the Affirmative Action Officer to provide notice of the hearing to trade groups , community organizations and other interested parties . 4 . DIRECT the Affirmative Action officer to prepare appropriate recommendations concerning the County' s Minority and Women Business Enterprise Program and SET July 28, 1992 as the date on which the Board will consider these recommendations . BY DEPUTY =2= BACKGROUND: The Board of Supervisors has previously authorized a study of the County' s Minority and Woman Business Enterprise Program. A consultant, N/E/R/A, was 'selected to conduct the study. The study, which involved the compilation of statistical data and anecdotal evidence relating to utilization of and discrimination against minority and woman-owned firms , covered the period before the County adopted an M/WBE program, as well as the period after adoption of the County' s program. As a part of the study, N/E/R/A reviewed construction contracts administered by the Public Works Department, General Services Department, County Administrator ' s Office, Redevelopment Agency and Housing Authority to determine the extent to which the County and its affiliated entities (e.g. , special districts ) utilized minority and woman-owned business . More than 2 , 000 purchase orders and small contracts and 3, 000 service provider contracts were also roviewed and analyzed. The study has now been completed and N/E/R/A has prepared and submitted to the County a final report setting forth the study results . It is recommended that the report be received by the Board and that the Affirmative Action Officer be directed to distribute the report to contractor groups, community organizations , M/W/MBE program agencies, etc . for their review and comments . After receiving and evaluating the comments , the Affirmative Action Officer will prepare appropriate recommendations for the Board ' s consideration.
