SUBJECT: Justice Planning for Funding of the Regional Anti-Drug Program For the
Period July 1, 1992 to June 30, 1993 - District Attorney $206,00; Sheriff-
Coroner $124,051; and Probation Department $189,471
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION

I. RECOMMENDED ACTION
Authorize the District Attorney, the Sheriff-Coroner, and the County
Probation Officer to submit applications and execute grant award contracts
with the State Office of Criminal. Justice Planning for funding of a
Regional Anti-Drug Program in the amount of $206,000, . $124,051, and
$189,471, respectively, for the period July 1 , 1992 through June 30, 1993.
II . FINANCIAL IMPACT
None. The grant contracts will fund two (2) attorneys and (1) clerk in
the District Attorney's Office; one (1) toxicologist, one (1) lab aide,
and one (1) clerk in the Sheriff-Coroner's Office; and two ( ) deputy
probation officers and two (2) group counselors in the Probation
Department. Federal revenue will be built into the 1992/1993 budgets of
the. District Attorney's Office, the Sheriff-Coroner's Office, and the
Probation Department to implement the grants.
III.. REASONS FOR RECOMMENDATION/BACKGROUND
The purpose of these grants is to improve law enforcement efforts, in a
coordinated manner, against major, mid-level , and street drug offenders
throughout Contra Costa County. The added staff will allow the Sheriff's
Office and District Attorney's Office to reduce the turn-around time for
analysis of drug test results and devote more concentrated efforts to drug
prosecution. The Probation Department will operate a custodial drug
treatment program for adult male felons .convicted of drug offenses.
IV. CONSEQUENCES OF NEGATIVE ACTION
Failure to approve the recommendation would results n the loss of $519,522
in federal funds available to combat the drug/ roblem in Contra Costa
County.
