Spooner, Contracts Administrator Costa DATE: May 13, 1992 10 County SUBJECT: Approve Standard Agreement #28-527 with the State of California, Department of Social Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Standard Agreement #28-527 with the State of California, Department of Social Services, in the amount of $12,490 for the period May 1, 1992, through January 31, 1993 for the Food Stamp Outreach Program. II. FINANCIAL IMPACT: Approval of this agreement will result in $12,490 of federal matching funds from the State of California, for the Food Stamp Outreach Program. Sources of funding are as follows: $12,490 State of California (federal matching funds) 12,490 San Francisco Foundation 6,958 United Way of the Bay Area 21,463 County In-Kind $53,401 Total Program III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The San Francisco Foundation has provided funds since April, 1991, for a project sponsored by Contra Costa Food and Nutrition Policy Consortium for the development and implementation of a Food Stamp Outreach Program. For the first time in the State of California, federal matching funds have been obtained for food stamp outreach activities. The goal of the Food Stamp Program is to increase food stamp access and participation in the program to reduce hunger in Contra Costa County. The Health Services Prevention Program staff will continue to coordinate the efforts of the Contra Costa Nutrition and Food Policy Consortium and their member organizations, which include the County's Social Services Department, emergency food sites, senior centers, childcare programs, immigrant services, unemployment offices and churches, to increase participation in the food stamp program by identifying, and providing information and referral services to eligible Contra Costa residents. The Board Chair should sign the Drug-Free Workplace Certification page and nine copies of the agreement, eight of which should then be returned to the Contracts and Grants Unit for submission to the State.
