Count DATE: May 28, 1992 SUBJECT: LEGISLATION: SB 1841 (Petris) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position in SUPPORT of SB. 1841 by Senator Petris which would require the State Office of Emergency Services and the State Fire Marshal to take specified actions related to preparation for future disasters in light of the Oakland Fire of October, 1991 . BACKGROUND: In light of the Oakland . Fire of October 1991, Senator Petris has introduced SB 1841, which as amended May 5, 1992, would do all of the following: 1 . Require the State Office of Emergency Services, by December 1, 1993, with specified consultation with other agencies, to establish a standardized emergency management system. 2 . The emergency management system must include the following: A. The incident command systems as adopted from the systems originally developed by the FIRESCOPE Program. B. The multiagency coordinated system developed by the FIRESCOPE Program. C. The mutual aid agreement as defined and related mutual aid systems such as those used in fire service and law enforcement. D. Operational area as defined. Require the State Office of Emergency Services and the State Fire Marshal ' s Office, by December 1, 1994, to develop an approved course of instruction for use in training all emergency response personnel, consisting of the concepts and procedures associated with the standardized emergency management system described above. 4 . Require that, by December 1, 1996, all state agencies shall use the standardized emergency management system to coordinate emergency operations. 5 . Require that by December 1, 1996 all local agencies, as a condition of receiving funding for response-related costs under disaster assistance programs, use the standardized emergency management system to coordinate emergency operations, except that local agencies would be eligible for repair renovation or any other nonpersonnel costs resulting from an emergency. 6 . Require the State Office of Emergency Services, within 120 days after each declared disaster, to complete an after-action report which reviews public safety response and disaster recovery activities, and which shall be made available to public safety and emergency management organizations . 7 . Require the State Fire Marshal, by January 1, 1994, to establish a uniform color coding system for fire hydrants which would still allow local agencies to add additional markings and provides for its implementation through the state. 8 . Require the State Fire Marshal, by July 1, 1994, to develop and adopt regulations establishing statewide uniform fire hydrant coupling sizes . 9 . Require all public water systems with 10,000 or more service connections to review and revise their disaster preparedness plans in conjunction with related agencies to insure that their plans are sufficient to address possible disaster scenarios . 10. Require all public water systems with 10,000 or more service connections, following a declared state of emergency, to furnish an assessment of their emergency response and recommendations to the Legislature within six months after each disaster, as well as implementing the recommendations in a timely manner. 11 . Require the State Office of Emergency Services, by December 1, 1996, to establish appropriate emergency response and recovery plans, including mutual aid plans, in coordination with public water systems with 10,000 or more service connections . 12 . Establish the Fire and Rescue Service Advisory Committee/FIRESCOPE Board of Directors for specified purposes, composed as specified. In view of the devastation caused by the Oakland Fire, it appears appropriate to support efforts to review and improve emergency response capabilities wherever possible. It is, therefore, recommended that the Board of Supervisors support SB 1841 . SB 1841 passed the Senate Toxics and Public Safety Management Committee on April 27, 1992 by a vote of 5 : 0 . Hearing was waived by the Senate Appropriations Committee and the bill is currently on the Third Reading File on the Senate Floor. cc: County Administrator Richard K.
