MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: June 2, 1992 SUBJECT: Approving Camino Tassajara Left Turn Lane Near Blackhawk Drive Project, Blackhawk Area. Project No. 0662-6R4164-91, CP # 92-37. Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class 1 C Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost is $258,000, funded by Tassajara Area of Benefit (Fund 8210) (100%). III. REASONS FOR RECOMMENDATION/BACKGROUND: Construction of a new elementary school is proposed on the north side of Camino Tassajara east of Blackhawk Drive. This project will widen Camino Tassajara to allow turning movements into the future school. June 2, 1992 Page 2 The project includes extending the existing median island just east of Blackhawk Drive approximately 1,000 feet eastward and providing a 12 foot wide left turn lane 450 feet in length at the east end. Widening to the south of the median island will provide a 12 foot wide eastbound through lane and 6 feet of shoulder tapering back to the original lane width. The westbound lane will be widened approximately 14 feet at the east end of the project to provide for vehicle deceleration and right turns into the future school site. This project is needed to provide safe access to the school site. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it consists of minor alterations of existing public facilities involving no expansion of use per Section 15301 of the CEQA Guidelines. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
