MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: June 2, 1992 SUBJECT: Approve Preapplication for Federal Assistance from Federal Aviation Administration for AIP Project 3-06-0050-09 for Buchanan Field Airport in the amount of $500,000 SPECIFIC REQUEST(S)OR RECOMAMNDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Manager of Airports to sign Preapplication for Federal Assistance from Federal Aviation Administration for AIP Project 3-06-0050-09 for Buchanan Field Airport, which includes the following three projects: Project 1 consists of the reconstruction/overlay of Runway 14R-32L. Project 2 consists of repairing Runway 32R. Project 3 consists of supplemental wind indicators. II. Financial Impact: Project 1: The total estimate cost is $445,000 (Local share $44,500 and Federal Share $400,500) Project 2: The total estimated cost is $40,000 (Local Share $4,000 and Federal Share $36,000) Project 3: The total estimated cost is $15,000 (Local Share $1,500 and Federal Share $13,500) III. Reasons for Recommendations and Background: Project 1: This Runway currently accommodates light aircraft and provides needed capacity when the winds favor 14-32. The runway surface is comprised of both Asphalt Concrete and Portland Cement Concrete. Much of the pavement dates back to the mid-1940s. Over the years, numerous irregularities have developed in the pavement, primarily due to the improvements made to Runway 1R-19L, and the fact that the pavement types (AC and PCC) are reacting differently. Project 2: This Project is required to eliminate a bump that has developed in the first hundred feet of Runway 32R. This bump is located where the AC pavement joins the PCC pavement. The irregularity is most pronounced when the Runway is used by high-performance aircraft. The proposed repair consists of grinding out a portion of the asphalt concrete runway and constructing a long shallow taper. Project 3: There are times when the wind is irregular on the Airport's surface. Supplemental wind indicators will give pilots accurate information regarding the winds in the touch-down zones.
