JOHN COOPER/ACTING FIRE CHIEF/MORAGA FIRE DISTRICT Contra 117 Costa DATE: APRIL 22, 1992 Qourty SUBJECT: 1992/93 FIRE FLOW TAX RATE �n SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: Establish a tax rate of 3 . 0 cents per gallon of fire flow I for fiscal year 1992/93 in the Moraga Fire Protection District as recommended by the Moraga Fire Commission. (Resolution attached) II . FINANCIAL IMPACT: Provides additional revenue of approximately $240, 000 . 00 in fiscal year 1992/93 for the fire district. III . REASONS FOR RECOMMENDATION: 1991/92 fiscal year revenues were inadequate to meet the total needs of the district. Additional revenue from voter approved taxes will insure that existing service levels are maintained and capital programs of the district can be funded in fiscal year 1992/93 . IV. BACKGROUND: In June of 1980, voters of the Moraga Fire Protection District approved a permanent fire flow taxing authority to maintain fire district services and capital outlay programs. Fire flow tax rates ranging from 0 to 6 cents are established annually by the Board of Supervisors in their capacity as Governing Board of the Moraga Fire Protection District. County Ordinance 80-19 requires the fire flow tax rate be set by the Board of Supervisors no later than July 31st for levy in the 1992/93 fiscal year. V. . CONSEQUENCES OF NEGATIVE ACTION: Continuing revenue shortfalls will affect the ability of the Moraga Fire Protection District to maintain existing levels of fire protection, paramedic, and emergency ambulance service; and to procure needed capital equipment to support district programs. District RESOLVES that: Pursuant to the authority delegated by the Board of Supervisors of Contra Costa County in Ordinance/80/19 approved by the electorate of the Moraga Fire Protection District, the District has duly noted and fixed 7 : 30 p.m./I April 9 , 1992 as time for the Board of Fire Commissioners to receive and consider public comment to establish the 1992/93 Fire Flow Tax rate.
