THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on June 23 , 1992 by the following vote:
AYES: Supervisors Powers, Fanden, Torlakson and Schroder
NOES: None
ABSENT: Supervisor McPeak
ABSTAIN: None
SUBJECT: Fire at the Martinez Rhone-Poulenc Basic Chemicals facility
Phil Batchelor, the County Administrator gave a brief report
on the June 22, 1992 fire at the Martinez Rhone-Poulenc Basic
Chemicals facility.
Mark Finucane, Director of Health Services reported on the
activities of the Health Department in response to this disaster.
Gary Brown, Director of the Office of Emergency Services
reported on the activation of the emergency response team.
Jack Brian of the Bay Area Air Quality Management District
reported on the activities of the District, the calls they had
received and what they did about it. He noted that the cause is still
being investigated.
. Supervisor Fanden thanked the County Administrator and all
Department Heads who helped coordinate the efforts in trying to keep
the public, and her as Supervisor of the District, informed. She
requested information with respect to any possible damage to the
wetlands. Supervisor Fanden also discussed the need for an efficient
alarm system that would notify residents of incidents such as this
fire. She suggested that the funding for the alarm system would have
to come from industry, and further suggested that letters be sent to
the families of the burn victims and praise be given to the firemen
involved in the incident.
Supervisor Schroder advised that a report he had received
earlier in the day indicated that all of the firemen were in good
health with only minor injuries, and that one of the berms was
purposely breached by the fire department to lower the level of the
material in one of the dikes by letting it go into another dike, and
that there had been no intrusion into the wetlands or into Susuin Bay.
Board members further discussed . the matter.
IT IS BY THE BOARD ORDERED that the report on the June 22,
1992 fire at the Rhone-Poulenc facility in Martinez is ACCEPTED; that
the County Administrator is REQUESTED to secure a report from the
State Regional Water Quality Control Board relative to the possibility
of damage to the wetlands as a result of the fire; and the issue of a
countywide siren type alarm system to direct residents to radio and
news broadcasts for information on an incident or emergency in their
area is REFERRED to the County Administrator.
