SUBJECT: Medical Center
SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chair to execute on behalf of the County, Hospital Agreement
#23-076-2 with John Muir Medical Center for the period June 1, 1992 through June 30,
1994. The Agreement designates John Muir Medical Center as a base hospital for
paramedic units assigned to Zones A and B.
II. FINANCIAL IMPACT:
No County General Fund impact. This agreement provides a one-time payment of $2,460
for communications upgrades and annual payments of $50,000 from County Service Area EM-
1 (Measure H) funds.
III. BACKGROUND:
Base hospitals provide on-line and retrospective medical direction and control to
paramedic units and are required as a part of an EMS system providing Advanced Life
Support. Los Medanos Hospital is currently a base hospital serving one of four base
hospital zones established by the EMS Agency and has functioned as a base hospital
since January 1, 1986. Base hospitals provide medical direction without regard to
patient destination, and thus provide services for patients who may be transported to
other facilities. Currently, three base hospitals serve four designated base hospital
zones:
Zone A (west county) - John Muir
Zone B (south county) - John Muir
. Zone C (north county) - Mt. Diablo
Zone D (east county) - Los Medanos
In 1989 your Board approved Measure H to be placed on the countywide ballot to
determine voter support for a special assessment for enhanced emergency medical
services. Funding for base hospital costs related to the proposed expansion of the
paramedic system was included in the budget illustration approved by your Board in
connection with the ballot measure. The Service Plan approved and submitted in
connection with the formation of CSA EM-1 provided for annual funding of $25,000 for
each of the four Base Hospital zones to cover base hospital costs for added
services.
All hospitals within the county were informed of the availability of Measure H
funding to partially offset base hospital operating costs and were invited to apply
to be considered for base hospital designation. Only the three existing base
hospitals have indicated interest in serving as base hospitals.
