RECOMMENDED ACTION Approve and authorize the Director, Office on Aging to submit FY 1992-93 Program Plan and Budget (County #29-031-13) , requesting $62, 682 in State funds to operate the County's Health Insurance Counseling and Advocacy Program (HICAP) for the period beginning July 1, 1992 and ending June 30, 1993, to the California Department of Aging. Further, authorize the Director, or designee, to execute the Contract Award document (State Agreement) subject to approval by County Counsel or the Social Service Department Contract Administrator as to legal form. In addition, authorize the Director, Office on Aging, to sign and submit future State Standard Grant Agreement Amendments that only reflect an adjustment in line items or increased revenues where the amendments to not result in additional County cost or decrease in grant revenue. FINANCIAL IMPACT The total HICAP budget proposed in this grant renewal application is $72, 357 . This includes a County contribution of $9, 675. This proposed County contribution represents a 90% reduction or $90, 582 of savings in County funds when compared to the amount originally budgeted for 1991-92 . There is no required match for this program. However, the California Department of Aging requires a maintenance of previously proposed service levels and the presence of a full-time program manager. The minimal amount of remaining County overmatch is essential for continued operation of the program. Recent staff reductions will leave the program with only a full-time manager assigned directly to the program. Any further reductions in funding would preclude the availability of a full-time manager and thereby jeopardize ongoing eligibility for State funding. Moreover, any further reduction in staffing would prevent the provision of adequate support to program volunteers and reduce the service level to clients below the required maintenance of effort. III. REASONS FOR RECOMMENDATION/BACKGROUND Mandated under AB2419, the Health Insurance Counseling and Advocacy Program has been operated by the County's Office on Aging for the past seven years. The Program provides community education, recruitment, training, and coordination of volunteer health insurance counselors in the area of health insurance and related health care plans. In 1991, these volunteers provided individual counseling to 1560 senior citizens county-wide. Documented savings of $156, 900 to seniors is attributed to the successful efforts of HICAP last year. cl hi92 .doc
