SUBJECT: APPROVE EXECUTION AND SUBMISSION OF FY 1992-93 TITLE V
SENIOR COMMUNITY SERVICES EMPLOYMENT PROGRAM GRANT
APPLICATION (County #29-009-30)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Authorize Director, Office on Aging to sign and submit the
Title V Grant Application (County #29-009-30) to the
California Department of Aging requesting $142,475 in federal
funds to provide part-time employment for twenty-five (25)
low income individuals age 55+ for the County's FY 1992-93
Title V Senior Community Services Employment Program.
Upon receipt of the California Department of Aging' s FY 92-93
Title V Standard Agreement, Authorize the Director, Office on
Aging, upon approval by County Counsel or the Social Service
Contracts Administrator, to sign the Standard Agreement.
In addition, authorize the Director, Office on Aging to
sign and submit future Standard Agreement Amendments to the
Title V Grant that only reflect an adjustment in line items
or increased revenues when the amendments do not result in
additional county cost or decrease in grant revenue.
II. FINANCIAL IMPACT
County contributions will total $3,556 in required match
which is included in the County Social Service Department's
projected budget for FY 1992-93 . Contractor match which will
be used to supplement wages and fringe benefits, will total
$12, 278.

The County contribution represents a reduction of $29,007 or
89% from the originally budgeted County contribution for FY
1991-92 which included significant County overmatch. Most of
this reduction has been achieved through elimination of the
County costs for four budgeted Senior Service Aide positions
in the Social Service Department. The federal funds
available for these four job slots will be reassigned to
other public and private non-profit agencies.
In addition, as the result of encouragement from the
California Department of Aging, this grant application uses
available Federal grant funds to cover previously
County-funded program activities in the areas of enrollee
recruitment, orientation, assessment, training, and job
development.
III. REASONS FOR RECOMMENDATION/BACKGROUND
Since 1977, the County, through its Office on Aging, has
operated a Senior Community Services Employment Program under
Title V of the Older Americans Act. Under this Grant
Application, the funding level will continue to support 25
part-time positions in Contra Costa County for eligible
low-income persons age 55+.
All 25 positions will be located in public and private
non-profit agencies operating in Contra Costa County.
