TO: BOARD OF SUPERVISORS Contra FROM: Phil Batchelor, County Administrator Costa County DATE: June 18, 19 9 2 "T SUBJECT: LEGISLATION: AB 3426 (FILANTE) SPECIFIC REOUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position. in SUPPORT of AB 3426 by Assemblyman Filante which would enact a .$25 'fee to be billed to applicants and licensees for a license as a physician and surgeon, but which would be voluntary and which any applicant or licensee could refuse to contribute. The fee would be used to fund the Song-Brown Family Physician Training Act. BACKGROUND: Under current law, each applicant for a license as a physician and. surgeon and .all licensees as physicians and surgeons are required to pay a fee at the time of application and at the time of the biennial renewal of the license. Under current law there is also the Song-Brown Family Physician Training Act which is intended to provide funding to train medical students and residents in the specialty of family practice in order to increase the delivery of primary care health services in areas of the state with` unmet needs for providers of these services . Assemblyman Filante has introduced AB 3426 which, as introduced, would require the Medical Board of California to charge an additional $25 fee to applicants and licensees at the time of initial issuance and biennial renewal of a license. The bill would also provide, however, that payment of the $25 fee is entirely voluntary and would require that physicians and surgeons be given the opportunity to expressly refuse to contribute. The bill further expresses the intent of the Legislature to match the funds contributed by physicians and surgeons with one dollar from the General Fund and one dollar from the University of California for each one dollar contributed by physicians and surgeons . AB 3426 includes an urgency clause and thus would become effective upon passage by the Legislature and approval by the Governor. Milt Camhi, Executive Director of the Contra Costa Health Plan supports AB 3426 and recommends that the Board of Supervisors likewise support the bill as one method of continuing to fund family practice training for physicians . AB 3426 passed the Assembly on May 21, 1992 by a vote of 73 : 0 and is currently awaiting a hearing in the Senate Business and Professions Committee. cc: County Administrator Health Services Director Executive Director, Contra Costa Health Plan Les Spahnn, SRJ.
