County �t 4 ((J SUBJECT: LEGISLATION: SB 1296 (Davis) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Indicate that thel;� Board of Supervisors is a CO-SPONSOR of SB 1296 by Senator Ed Davits which would place 'in State law those changes to the salaries, number of positions and job titles for employees in the Municipal Court in Contra Costa County which the Board of Supervisors has already approved. BACKGROUND: Existing law requires that State statutes be updated periodically to reflect the salary, number of positions and job titles of positions in the ;Municipal Court. Normally, Senator Boatwright carries such a bill for the County each year. This year, we were not certain initially that we would require a Municipal Court Pay & Staffing Bill . Once salary settlements were reached with employee organizations, it became clear that these changes needed to ,be reflected in State law. However, by then, the deadline for the introduction of new bills had passed. Therefore, we requested Senator Boatwright to sponsor amendments to another author' s bill on -,a similar subject to incorporate the amendments that were required for Contra Costa County. Senator Davis ' SB 1296 was an available vehicle which made similar changes for Los Angeles and Ventura Counties and Senator Davis graciously agreed to accept our amendments . SB 1296 was amended on June 3, 1992 to incorporate the necessary amendments for Contra Costa County. ATTESTED C� f PHIL BATC LOR,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR M382 (10/88) BY DEPUTY I II -2- SB 1296 contains only changes previously approved by the Board of Supervisors and will amend appropriate sections of the Government Code to specify the number, classification and compensation of Contra Costa County Municipal Court personnel . The changes reflect no cost to the County for which the County is not already liable, and the State will not incur State mandated costs as a result of passage of this bill . As in previous years, Board approval is needed before the Legislature will enact this housekeeping bill . It is therefore recommended that the Board of Supervisors indicate that, along with the Board of Supervisors of the Counties of Los Angeles and Ventura, it is a co-sponsor of SB 1296 by Senator Davis .
