SUBJECT: LEGISLATION: SB 1506 (Russell)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt a position in SUPPORT of SB 1506 by Senator Newton Russell
which would require that AFDC payments be made once a month, rather
than twice a month, as is..now the case.
BACKGROUND:
Existing law does not require that AFDC payments be made once a
month. If fact, AFDC payments are generally made twice a month,
resulting in additional administrative costs for counties .
Senator Newton Russell has introduced SB 1506 . As originally
introduced, the bill would have required that AFDC payments be made
once a month unless the recipient requested that the payments be
made twice a month. The bill was amended on April 28, 1992 to
provide that AFDC payments would made once a month unless the
recipient paid rent twice a month on the first and 15th of the
month, in which case the AFDC payment could also be made on the
first and 15th of the month.
The bill has recently been amended (June 8, 1992 ) and now simply
requires that AFDC payments be made once a month, without any
exceptions . In addition, the bill requires that checks be placed
in the mail so as to be received on the first day of the calendar
month. This is a much more efficient system to administer and
should result in administrative cost savings for the County, a very
real consideration. this year, in particular.
The Social Services Department recommends that the Board of
Supervisors support SB 1506 and this office concurs in that
recommendation.

Support of SB 1506 would appear to be entirely consistent with the
positions which have previously been advocated by the Board of
Supervisors to the effect that administrative overhead should be
reduced as much as possible in order to free up money to provide
actual services to people in need. Therefore, it is felt to be
appropriate for the Board to indicate its support for SB 1506 .
SB 1506 passed the Senate on May 14, 1992 by a vote of 35 : 0 and is
currently pending a hearing in the Assembly Human Services
Committee.
