As is set forth in the attached memorandum from the Health Services
Director, the County has a very real interest in seeing additional
emphasis being placed on the importance of prenatal care since the
Health Services Department must often address the associated
problems that occur from the failure of a parent to obtain adequate
prenatal care. This is expensive to the taxpayer and is, in many
cases, a preventable expenditure of the County' s resources .
The inclusion in SB 1561 of language regarding the importance of
addressing violence as a public health issue was a direct result of
a paper published by the Health Services Department' s Prevention
Program. More details on this are included in Mr. Finucane' s
attached memorandum.
Support of SB 1561 would appear to be entirely consistent with the
positions which have previously been advocated by the Board of
Supervisors and is certainly consistent with the Board' s emphasis
on prevention as a conscious health care strategy. It is,
therefore, recommended that the Board indicate its support for SB
1561 .
SB 1561 passed the Senate on May 21, 1992 by a vote of 22 : 12 (one
vote more than was required) and is currently pending a hearing in
the Assembly Education Committee.
