SB 1561 (Watson) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position in SUPPORT of SB 1561 by Senator Diane Watson which would require that schools places a greater emphasis on prenatal care and' on the importance of addressing violence as a public health issue. BACKGROUND: Under existing law, the required course of study for grades 1 to 12 is defined, including instruction in various public health and safety subjects . Senator Watson has introduced SB 1561 which, as amended May 20, 1992, would do the following: 1 . Provide that.- health instruction may include prenatal care for pregnant women. 2 . Provide, that health instruction may include violence as a public health issue. 3 . Require the State Board of Education to revise the health instruction framework to include instructional guidelines on the relationship of proper health and nutritional practices during pregnancy to the health of the newborn child for pupils that are 12 to 18 years of age. 4 . Require the State Board of Education to revise the health instruction framework to include instructional guidelines on the recognition that violence is a public health issue and a condition that is learned and may be prevented through education and community-based .intervention. ATTESTED Ldz a� PHIL EtOCHELOR,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR fjr M382 (10188) _S!=�L(e�LL�`�1LS`��-�J" ,DEPUTY .. -2- As is set forth in the attached memorandum from the Health Services Director, the County has a very real interest in seeing additional emphasis being placed on the importance of prenatal care since the Health Services Department must often address the associated problems that occur from the failure of a parent to obtain adequate prenatal care. This is expensive to the taxpayer and is, in many cases, a preventable expenditure of the County' s resources . The inclusion in SB 1561 of language regarding the importance of addressing violence as a public health issue was a direct result of a paper published by the Health Services Department' s Prevention Program. More details on this are included in Mr. Finucane' s attached memorandum. Support of SB 1561 would appear to be entirely consistent with the positions which have previously been advocated by the Board of Supervisors and is certainly consistent with the Board' s emphasis on prevention as a conscious health care strategy. It is, therefore, recommended that the Board indicate its support for SB 1561 . SB 1561 passed the Senate on May 21, 1992 by a vote of 22 : 12 (one vote more than was required) and is currently pending a hearing in the Assembly Education Committee. cc : County Administrator Health Services Director Director of Public Health The Honorable Diane E.
