MICHAEL WALFORD, CHIEF ENGINEER DATE: June 23, 1992 SUBJECT: San Ramon Creek Bypass Project SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE Flood Control District Zone 3B financial participation in the corrective work for the San Ramon Creek Bypass channel cover. Said participation shall not exceed 50% of the repair contract costs. II. Financial Impact: The estimated cost to'Zone 3B.is $400,000. III. Reasons for Recommendations and Background: During the construction of the reinforced concrete cover for the San Ramon Creek Bypass channel, the Corps of„Engineer's Resident Engineer agreed to a contractor suggested change in work permitting sawed construction joints in the cover slab in lieu of the construction joint detail shown on the plans. The reason for the change Was to expedite the construction process. The Resident Engineer failed to secure clearance for the change from the structural engineer who designed the cover. Reasons for Recommendations and Background (Cont'd): The cover as constructed does not meet the original design criteria. The joints have cracked completely through the cover slab. The rubbing between cover slabs causes significant noise, and the lack of sufficient load transfer across the construction joint reduces the load carrying ability of the cover to a substandard legal highway load. The cover is a non-federal local cost item. At the request of the District, the Corps of Engineers agreed to include the cover construction in the project at 100% local cost. Because the cover is a non-federal cost item and it was included in the project as a favor, staff recommends that the District participate in the cost of the corrective work even though the.decision to change the construction joint was,lsolely the Corps of Engineers'. IV. Consequences of Negative Action: All costs would have to be born by the federal government, this may lead to their refusing to do the repair. i I I i SII I I I i
