RECOMMENDATIONS
Authorize an amount not to exceed $23; 000 in Navy Mitigation Funds
for use by the Director of Community' Development for a sole-source
Consultant Services Agreement with William R. Gray & Company to
provide support services to . the County's Greater East Bay Rail
Opportunities Coalition (see Exhibit A) .
FISCAL IMPACT
There will be no impact to the County General Fund. The .Navy
Mitigation Money Expenditure Plan allocates $250, 000 to rail
studies. The Consulting Services Agreement will be funded from
this allocation.
BACKGRQUND/REASONS FOR RECOMMENDATIONS
On February 25, 1992 , the Board of Supervisors invited
representatives from Contra Costa, Alameda, _Solano counties and MTC
to form the Greater East Bay Rail Opportunities Coalition (GEBROC) ,
to advance rail planning .in the region. The Coalition has met in
April and May, and is about to proceed with its initial work
program to. prepare a blueprint for a staged rail transit
development- program in the Greater East Bay area. The
Transportation :Committee views this _work program as essential to
developing integrated rail transit systems serving the Route 4,
Interstate 80 and '680 corridors.
The Community Development Department proposes to retain W.R. Gray
& Co. under a sole-source Consulting Services Agreement for an
amount not to exceed .$23 , 000 for the purpose of providing

support services for the initial work program of the GEBROC. These support
services would involve community outreach and liaison to staff and elected
officials in the three counties to keep them informed on the Coalition's
activities. This effort would cover the period from June 1, 1992 to
December 31, 1992, and be paid with Port Chicago Highway Closure - Navy
Mitigation Funds.
The Board's adopted expenditure plan for Navy Mitigation Funds allocates
$250, 000 for "rail studies. " Approximately $30, 000 of this allocation has
been used for the Contra Costa Rail Opportunities Study. Authorization of
funds for the William, R. Gray and Co. agreement would leave a balance of
$197,000- in Navy funds -for future rail studies. The expenditure plan
requires all funding recommendations be forwarded by the Community
Development Department, through the Transportation Committee, to the Board
for action. The Transportation Committee approved this recommendation at
our June 2, 1992 meeting.
The sole-source process proposed by Community Development would enable the
community outreach and liaison activities to match the tight time schedule
of GEBROC's initial work program. GEBROC will initiate the work in June
with completion scheduled for December. The time schedule will allow
GEBROC's recommendations to be considered in the update of the Contra Costa
Transportation Authority's Strategic Plan and MTC's 1993 Regional
Transportation Plan. W.R. Gray & Co. 's existing relationships with the
staff and elected officials of the participating jurisdictions will allow
community outreach and liaison activities to begin immediately.
CONSEQUENCES OF NEGATIVE ACTION
Failure to authorize use of Navy Mitigation Funds will prevent retaining
support services for the initial work program of GEBROC. No other funding
source is available. Community Development staff resources are directed
at providing .staff support to GEBROC and managing the consultants providing
technical support for the initial work program. Department staff is not
. sufficient for community outreach and liaison activities with staff and
elected officials of. the participating jurisdictions. These additional
activities are essential for maintaining consensus on the sensitive issues
related to rail transit development in the County.

SCOPE OF SERVICES
Under this contract, William R. Gray and Company.- will support the
efforts of GEBROC. Primary work tasks include:
• community outreach and community participation;
assisting GEBROC i:. -rainta-i ing staff and elected official
support from the three counties;
• advising and assisting with the development of' consultant work
scopes and schedules for the current (phase I and II) and
future studies;
• identification and evaluation of opportunities for funding
future studies and/or project implementation.
