Contra Costa Transportation.Authority (Authority). to be the AB 434 Program Manager , for Contra Costa County with the following conditions: A. The Authority shall submit its annual . list of proposed projects to be funded by the local share of AB 434 funds to the Board of. Supervisors . and the Conference of Mayors for concurrence, before the Authority adopts the project list; and B.'. The Authority shall submit annual reports to the . Board of Supervisors and Conference of Mayors describing actions taken to -ensure that Travel Demand Management Programs funded by- local.AB 434 .revenues are-coordinated Countywide and are cost- effective. FISCAL IMPACT _ None to General Funds BACKGROUND/REASONS FOR RECOMMENDATIONS AB -434 by , Assemblyman Sher allows the . :Bay Area Air Quality Management District (BAAQMD) to impose a $2 (which can be increased to four ,;dollars) surcharge on . vehicle registration fees. The revenue . .is to fund projects in - the Bay Area that will reduce automobile emission. Forty percent of the revenue will be returned to each county for local projects, it the county Board of Supervisors . and the majority of the cities representing the majority of. their population designate one or more program managers. The Transportation Committee reviewed several alternatives. These alternatives include designating the BAAQMD or the County as program manager. The Committee feels that it will be cost . effective and appropriate to designate the Authority as the AB 434 program manager. The Committee also feels that since the designation of. _program is carried out by the Board of Supervisors and the Mayors, the Board and the Conference of Mayors should exercise some responsibility on overseeing the . program. This responsibility will grow if the Air District should increase vehicle registration fees to $4/vehicle, effectively doubling the revenues available to the AB 434 Program Manager. Because of this, the -Authority will be required to submit the project list to the Board and the Conference of Mayors for concurrence before the Authority, adopts the project list. On March 3 , 1992, the Board of Supervisors requested the Authority to establish a Countywide forum to address planning, programming, and implementation .of TDM activities in the County. The Authority recognized the merits of the proposal and established the forum, . but provided no staff support to the forum. Subsequently, the Authority has pursued designation as the AB 434 Program Manager, and staff has indicated most revenues would ' be directed at TDM implementation. The prospect of channeling more revenues to TDM activities underscores the Board's prior concern for integrated TDM activities in a coordinated and cost effective manner. The annual .reports submitted to the Board of Supervisors and Conference of Mayors will provide an.opportunity to monitor these activities and take any action as appropriate. CONSEQUENCES OF NEGATIVE ACTION The 40% return funds. from vehicle registration fee surcharge will stay with the BAAQMD and be used on regional projects. - e<
