Establish the Juvenile Hall Replacement Advisory Group and consider the membership suggested below. 2. Direct the County Administrator to provide interim staff services to the Advisory Group. Y 3 . Direct the County Administrator to convene the Advisory Group and take the preliminary planning steps detailed below and report back to the Internal Operations Committee by October 6, 1992 . 4. Request the Finance Committee to join in recommending approval of this report to the Board. REASONS FOR RECOMMENDATION/BACKGROUND: The need for replacement of the current Juvenile Hall built in 1950 with additions in 1973 is well documented. As stated in the 1991-92 Grand Jury Report, the "immediate replacement or renovation of Juvenile ,Hall is imperative" . Previous County Grand Jury reports cited overcrowding, substandard facilities, and poor maintenance and recommended the need for replacement or remodeling. The- California Youth Authority has recommended immediate replacement of the facility. The Juvenile Court Judge and the Juvenile Corrections Master Plan Update ( 1990) requested the . Board of Supervisors establish a mid-to-long term commitment to replace Juvenile Hall. In February 1992, the Board discussed the need for a planning process for a new juvenile hall and for a citizen' s committee .to help guide the process. OnkApril7, 1992, Supervisor Tom Torlakson and Supervisor Sunne Wright McPeak requested the Internal Operations Committee consider the establishment of a Juvenile Hall replacement planning program, including a strong citizen' s advisory component to look at such issues as location alternatives, staging or total replacement, financing alternatives, and open communication with any community or neighborhood under consideration as the site. This report is in response to that request. The purpose of the replacement and/or remodel planning committee would be to provide advice to the Board of Supervisors through a collaborative effort on the County' s juvenile detention needs in relation to the total law enforcement and correctional needs of the community served and the youth detained, with the understanding that final decisions regarding the replacement and/or remodel of the facility are the responsibility of the Board of Supervisors. A. Committee Structure The recommended committee structure is based on several successful capital construction project oversight committees: the Detention Services Advisory Commission (Martinez Detention Facility) , the West County Justice Center Advisory Commission (West County Detention Facility) , and the Project Oversight Committee for the proposed County Hospital. 1 . Committee Task Force As may be necessary, the Committee may form task force groups comprised of at least three Committee members plus other interested and knowledgeable citizens to study specific issues. There will be at least five task forces: site selection, construction financing, operating costs, capacity, basic design ( including juvenile court facilities) , and alternatives to detention. C. Public Meetings All meetings will be open to the public. D. First Board Report The advisory group' s first responsibility will be to propose a detailed work plan for the study including a schedule and needed staff to accomplish the juvenile hall replacement plan. The County Administrator' s Office will provide staff to the advisory group on an interim basis to complete this first report. This first report is due to the Internal Operations Committee no later than October 6, 1992. E. Committee Duration The Committee is appointed through the completion of the design phase of the juvenile hall replacement project. F. Expense Reimbursement Pursuant to Government Code Section 31000. 1 , citizen members of the Juvenile Hall Replacement Advisory Group are authorized reimbursement for such actual and necessary expenses of travel, lodging, and meals incurred while on official Committee business, subject to approval by the County Administrator. r + ti OFFICE OF COUNTY ADMINISTRATOR CONTRA COSTA COUNTY Administration Building Martinez, California To: BOARD OF SUPERVISORS Date: June 15, 1992 From: FINANCE COMMITTEE Subject: RECOMMENDATIONS ON Supervisor Tom Torlakson JUVENILE HALL - Supervisor Tom Powers REPLACEMENT/REMODEL PLANNING PROCESS At its meeting on June 15, 1992, the Finance Committee agreed to recommend approval of . the Internal Operations report (I0-8 ) regarding establishing a planning process for the replacement or remodeling of Juvenile Hall. (On Board agenda for June 16. ) The recommendation is to support the IO Committee report but add four additional members as follows: representative from a West County interdenominational ministerial alliance, representative from an East County interdenominational ministerial alliance, representative from general labor, and a representative from the business community. The Finance Committee' is also recommending that in working with the Advisory Group, the County Administrator's Office give high priority to exploring the funding possibilities for the costs that might be involved in remodeling or replacing the Hall.
