HomeMy WebLinkAboutMINUTES - 06161992 - H.3 H. 3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on _June 16, 1992 by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson, McPeak NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Workshop on the Budget Crises The Chair convened the Workshop on the State Budget crises and the impact on Contra Costa County. In summarizing the problems facing local governments, Phil Batchelor, County Administrator, commented on certain options being considered by the Governor and Legislature.. Mr. Batchelor commented on the need for people to write to their legislators stressing the need to give counties local program flexibility particularly in the area of welfare, relief from State mandates that are not State funded, and protections for vital public fire and police services by providing a backfill for AB 8 revenue loses. He advised that samples of letters and mailing lists are available to assist people in this effort. The following persons spoke on the budget situation, which included comments on the need to support legislation for a tax override to pay for pension costs of public employees; the impact of the fiscal crises on the poor, aged, children, and disabled; exploration of ways to provide needed services at lower costs; impact of reduced services on people who cannot receive welfare; insistence that mandated programs are applied and operating consistently statewide; allocation of a larger portion of the Transient Occupancy Tax for social service and child service programs; the need to fund library services; the impact of the elimination of the Special District Autmentation Fund on fire and library services; diversion of tax revenue currently assigned to counties and special districts to schools throughout the State; and the impact of the proposed cuts on non-profit agencies providing services under contract with the County, such as rape crises counselling: Henry L. All persons desiring to speak were heard. Supervisor McPeak requested the Health Services Director with the assistance of the Mental Health Advisory Board to review the concept of an integrated mental health system that would include long-term care facilities. Supervisor McPeak spoke on the need to disseminate information on the County' s budget process. Supervisor Torlakson suggested making available to the libraries copies of the proposed budget for the public' s review. McPeak advised that she would be working with Mr. Batchelor on the establishment of a Budget Advisory Committee representative of the Council of Chairs, Contractors Alliance, employee groups, the Contra Costa Taxpayers Association, and community organizations that would include business and private labor. She encouraged all present to serve as ambassadors in alerting the public to the impact of the budget crises and encouraged people to write to their legislators, particularly on the issues as noted in the sample letters provided by the County Administrator. Supervisor McPeak expressed the appreciation of the Board to all who took the time to attend the workshop today. Board members being in agreement, IT IS SO ORDERED. Supervisor McPeak advised that the Board has tentatively scheduled Thursday, July 9, 1992 , 9 a.m. , in the Board Chambers as the time to begin its review of the budgets prepared by County Departments. 1 hereby certify that this is a true and correct COPY of an action taken and entered on the minutes of the Board of Supervi ors on the date shown.
