3640 APPROVING COMPREHENSIVE PLAN OR ANNUAL STATEMENT
I. RECOMMENDED ACTION
APPROVE Board Resolution 3644 certifying that the Housing Authority of the County of Contra Costa will
meet the needs identified in its Section 504 Transition Plan by July 11,1994,as recommended by the Advisory
Housing Commission.
H. FINANCIAL IMPACT:
A requirement for approval of the Housing Authority's application for funding under the Comprehensive Grant
Program is that the Housing Authority be in compliance with the Section 504 Handicapped Accessibility
requirements by July 11, 1992, or receive an extension approval. This resolution is a required component of
the Housing Authority's request for an extension for its compliance with Section 504: Submission and
subsequent approval of the grant application by HUD will result in the award of approximately$2.1 million
annual funding for public housing modernization activities.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Housing Authority is submitting an application for the U.S.Department of Housing&Urban Development
Comprehensive Grant Program (CGP). The purpose of this program is to continue the modernization of the
public housing stock. On April 28,1992,the Board of Commissioners approved Resolution 3640 certifying that
certain Federal procedural and program provisions will be adhered to by the Housing Authority in
administering the CGP grant. A requirement for approval of the Housing Authority's application for funding
under the Comprehensive Grant Program is that the Housing Authority be in compliance with the Section 504
Handicapped Accessibility requirements by July 11, 1992; or receive an extension approval. Because the
Housing Authority will not be able to meet the original Section 504 deadline, it is requesting a two year
extension for compliance with its Section 504 requirements. As part of the extension request, the Housing
Authority must submit an addendum to Board Resolution 3640,certifying that the Housing Authority will meet
its Section 504 needs by July 11, 1994.
At its regular meeting on June 15, 1992, the Advisory Housing Commission recommended approval of this
Resolution.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve the Resolution 3644, the Housing Authority of the
County of Contra Costa would not be able to receive an extension for Section 504 compliance;would not receive
approval of its CGP application; and would forfeit approximately $2.1 million in annual funding for public
housing modernization activities.

RESOLUTION 3644 AMENDING APPROVAL OF
THE COMPREHENSIVE PLAN OR ANNUAL STATEMENT
TO CERTIFY THAT THE HOUSING AUTHORITY
WILL MEET THE NEEDS IDENTIFIED IN
ITS SECTION 504 TRANSITION PLAN
BY JULY 11, 1994
WHEREAS, on April 28, 1992, the Board of Commissioners approved
Resolution 3640 certifying that certain Federal
procedural and program provisions will be adhered to by
the Housing Authority in administering the
Comprehensive Grant Program; and
WHEREAS, Section 11 of Resolution 3640 states that the Housing
Authority will comply with the requirements for
physical accessibility (Section 504 ) , under 24 CFR
968 . 110(h) or 24 CFR 905 . 120(8) , by July 11, 1992:
NOW, THEREFORE, BE IT RESOLVED, as follows :
1 . That in its Comprehensive Grant Program - FFY
1992-1993 application, the Housing Authority has
requested a two year extension for compliance with
Section 504 accessibility requirements .
2 . That the Board of Commissioners of the Housing
Authority of the County of Contra Costa does
hereby certify that the Housing Authority will
meet the needs identified in its Section 504
Transition Plan by July 11, 1994 .
3 . That this resolution shall take effect
immediately.
