RECOMMENDATIONS
CONFIRM the Social Service Department and Housing Authority policy under Board of
Supervisors' Resolution No. 91/608, that sheltered General Assistance eligibles whose grants have
been reduced due to the recognition of their shelter benefits as income, and who exhaust their
entitlement to shelter, continue to receive shelter until their ensuing general assistance grant.
This policy permits general assistance eligibles, who have complied with the requirements of the
shelter program, but who are no longer eligible for shelter, to leave the shelter with a full general
assistance grant, unreduced on account of income attributable to shelter.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In Oberlander, Legal Services argues that providing fractional general assistance grants to
shelter recipients when they have exhausted their shelter benefits mid-month results in the
provision of a grant which does not meet the requirements of Section 17000.5 of the Welfare &
Institutions Code. By extending to the end of the month the housing of general assistance
eligibles who have exhausted their shelter benefits, the County can avoid the problem of
providing a fractional general assistance grant to persons who are leaving the shelter.
