Station Area, subject to approval by the . County ,Counsel, which would authorize payment . of an advance of $30,000 to the Centre Association, ' . (Exhibit A) . FISCAL IMPACT None. Funds for . this contract are from the Pleasant Hill BART. Station . Area TSM Fee Account, which Is. derived from development - fees. BACKGROUNDLREASONS 'FOR RECOMMENDATIONS On August 13, 1991,. the Board approved an agreement with. the Contra Costa Centre Association in the amount of $123 , 580 to fund the TDM program for the' Pleasant Hill BART .Station Area for the period, August 1, 1991 th-rough_ September 30, 1992 . The funding source would be development fees which were requiredto ,fund the traffic mitigation program. The agreement required the Centre Association ' 'to expend an .accumulated surplus of $76, 000 from the 1990-91 agreement prior to receiving additional funds. Orig: Community Development Department ATTESTED C16W, /6, �9 9 cc: PHft BATCHELOR, CLERK OF THE BOARD OF SUPERVISORS D COUNTY ADMINISTRATOR BY DEPUTY Following expenditure of this surplus, the agreement provided that reimbursement would be made to the Centre ',Association for actual expenditures following submittal of quarterly reports. The Centre Association has submitted a quarterly report for the quarter ending March 31 which indicates that all surplus funds have been expended. The Centre Association has indicated that it does not have funds available to meet the costs of the TDM program through June 30 and has requested an advance of $30, 000. This figure represents approximate quarterly expenditures by the Centre Association for the TDM program. The proposed amendment to the 1991-92 agreement would permit an advance of $30, 000. For the quarter ending September 30, the final quarter of the existing agreement, a reconciliation and final payment, if appropriate would be made. A new agreement will be negotiated in August for the October 1, 1992 to September 30, 1993 fiscal year.
