BRAGDON T a ' County DIRECTOR OF COMMUNITY DEVELOPMENT DATE: MAY 5, 1992 PUBJECT: COMMENDATION TO THE WINNERS OF THE 1992 CONTRA COSTA COUNTY RECYCLING AND SOURCE REDUCTION AWARDS SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Commend the winners of the 1992 Contra Costa County Recycling and Source Reduction, for their efforts in reducing the amount and toxicity of materials going to landfills. Express appreciation to the Award's Selection Committee; including representatives from the Mayor's Council, Board of Education, Contra Costa Council Solid Waste Task Force, Contra Costa Community Recyclers, and the County Government Recycling Center. FISCAL IMPACT None to the General Fund. Funds for the program will be. covered by the Resource Recovery monies. BACKGROUND/REASONS FOR RECOMMENDATIONS The Contra Costa County Recycling and Source Reduction Awards are designed to recognize efforts by community members to recycle and reduce the amount and toxicity of waste generated, and to encourage others to adopt new practices. Individuals, businesses, community groups and schools were nominated for the Third Annual Awards. Reaching the goals mandated by AB 939, the reduction of 25% of the amount of material going to landfills by 1995 and 50% by 2000, will require the efforts of individuals, businesses, communities, and schools. Promoting these successful programs will inspire others to increase their efforts to reduce waste. Under his supervision, the City of EI Cerrito's Recycling program has become an essential part of life for residents of EI Cerrito. It has grown from a one weekend each month curbside program run by volunteers, to a weekly program run by city staff. The Drop-off Center is not only an recycling center, it is the local community center. As a result of Joel's leadership, the Recycling Center has enabled the EI Cerrito community to "do the right thing" and build a strong sense of community pride. Joel has also been a president of the Northern California Recycling Association, an organization for recycling professionals. r2:\bo\Award.Att RECYCLING Individual: Ken Graunstadt One of Ken's greatest pleasures is working with school districts to educate students on the need to reduce waste. He has a lively presentation and always involves the students. He has donated time and money to non-profit recycling organizations, including the Green Library and the Northern California Recycling Association. He has also represented the recycling industry on the Contra Costa County AB939 Task Force, where he is never hesitant to voice his opinions on recycling issues. Business/Commercial: Paul Hannan/DOW With DOW Chemical's support, Paul Hannan has developed a program, Waste Reduction Always Pays (WRAP), to reduce the amount of waste generated and to reuse or recycle what cannot be reduced, for DOW'S Pittsburg Facility. The intent of the WRAP program is to continuously improve; to never be satisfied and to strive for zero waste. USS Posco, recently adopted the program. DOW also works with Many Hands, by giving employees bins to take home in which to save their recyclables, which are then brought to work. The materials are collected in large bins and donated to Many Hands. Paul worked with Keep California Beautiful in developing a video featuring the WRAP program. Community/Neighborhood: Contra Costa Council Waste Management Task Force The Contra Costa Council created a Waste Management Task Force to advise its members on recycling and waste disposal matters. The Task Force developed a guidebook which helps businesses and organizations, develop recycling programs. It contains a directory of recycling services, vendors, consultants, associations and government offices. School/School District: San Ramon Valley Unified School District Last fall, the district became the first to join the County's Model School Recycling Program district wide. More than 20 schools are recycling as part of this program, which includes a Green Team made up of students. Materials collected include polystyrene, milk/juice containers,cardboard,mixed paper, newspaper,aluminum, and plastic (HDPE and PET). SOURCE REDUCTION Individual: Bird Morningstar, The Happy Gardener Bird Morningstar has been active in promoting non-toxic and less toxic alternatives to pesticide management for years. He and his wife Lisa, are members of the County's Pilot Pesticide Source Reduction Program with the City of Pleasant Hill. He has a collection of pests and toxic-free products that he displays at community events and fairs. Together with his wife, he owns and operates The Happy Gardener, an Integrated Pesticide Management Store in Danville, and publishes a monthly newsletter. Business/Commercial: ENCORE! ENCORE! is a California wine bottle recycling operation and wine bottle distribution company that has been in operation since 1975. The name is an acronym for ENvironmental COntainer RE-use. The plant, located in Richmond, washes wine bottles and then sells them to wineries. EI Cerrito Recycling, Richmond Sanitary, and Concord Disposal all provide wine bottles to ENCORE! Viano Vineyards in Martinez has exchanged returned bottles for clean ones since ENCORE!'s inception. Peter Heylin, ENCORE!'s manager has been with the company from the start. ENCORE! is a true source reduction business, because bottles that are reused never enter the waste stream. Community/Neighborhood: Brookview Mobile Home Park The senior community is achieving an estimated 75-80% household waste reduction rate. This is accomplished by source reduction, reuse, composting, xeriscaping, and recycling. The landscaping in the park is being converted to xeriscaping, reducing the amount of green waste. The remaining green wastes are being tilled into the earth or composted. Articles that can be reused are donated to a local non-profit community assistance organization. Stan Hansen, Owner/Manager and four volunteer residents separate the recyclables and take them to buyback centers. Through careful purchasing, recycling and use of the kitchen disposal for wet waste. Some homes are able to produce no waste. Brookview residents have aided market development by purchasing two park benches made from recycled plastics! School/School District: Pleasant Hill Elementary Through the leadership of Nan Alexander, the Pleasant Hill Elementary students now run a very successful recycling campaign. They have reduced solid waste at the school site by 75%. Student leaders in neighboring communities have been inspired to spread the program to their schools. With the support of school administration, Nan Alexander has been able to involve the students at all levels, including establishing a "Green Team."
