RECOMMENDED ACTION ENDORSE the concept of expanding the allowable land uses under the lease with the Pittsburg Pre-School Coordinating Council, for the Housing Authority property located at the end of Chester Drive in Pittsburg,to include senior housing and AUTHORIZE the Executive Director to begin discussions with two non-profit agencies regarding their joint development of a low income senior housing project on the property. Il. FINANCIAL IMPACT: None at this time. III. REASONS FOR RECOMMENDATION/BACKGROUND Pittsburg Pre-School Coordinating Council (PSCC) has developed a successful day care program on a portion of a 5.5 acre parcel at the end of Chester Drive in Pittsburg which was leased to PSCC by the Housing Authority. PSCC and the East County Housing Committee have been exploring various options for the remainder of the site. Of primary consideration is the development of low income senior housing. However, because the lease limits the use of the land to day care and community center activities, the lease would need to be modified to include senior housing as an allowable use. PSCC and Satellite Senior Homes,Inc. (SSH),an experienced non-profit senior housing developer,are looking at jointly developing the senior housing project on the site. At this time, PSCC and SSH are requesting that the Executive Director begin discussions with them regarding the expansion of allowable land uses and their joint development of a senior housing project on a portion of the site. If these agencies were to develop a portion of the site for senior housing, it may be necessary for the Housing Authority to sell or enter into a long term lease with them for that portion of the site. At its regular meeting on April 20, 1992, the Advisory Housing Commission recommended endorsing the concept of expanding the allowable land uses under the lease and authorizing the Executive Director to begin discussions with the two non-profit agencies regarding their development of a low income senior housing project on the property. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to endorse the concept of expanding the allowable land uses to include senior housing, senior housing could not be developed on the site. Should the Board of Commissioners elect not to authorize the Executive Director to begin discussions with the two non-profit agencies regarding their development of senior housing on the site, another development team may be sought.
