RECOMMENDED ACTION: Receive letter from the U.S. Department of Housing and Urban Development (HUD) notifying the Housing Authority that is has been designated as a "High Performer" under the the Public Housing Management Assessment Program (PHMAP) . II. FINANCIAL IMPACT: None at this time, but the High Performer designation will mean that the Housing Authority will be afforded incentives that include substantial relief from reporting and other HUD requirements. III. REASONS FOR RECOMMENDATION/BACKGROUND: On January 17, 1992, the U.S. Department of Housing and Urban Development (HUD) issued a federal regulation in the Federal Register requiring that all public housing authorities submit a certification for the Public Housing Management Assessment Program (PHMAP) and all necessary related documentation to HUD by March 2, 1992. The PHMAP program has been established by HUD in accordance with Section 502 of the National Affordable Housing Act of 1990, as amended, and will allow HUD to ensure that public housing functions as a well-managed enterprise on a uniform, nationwide basis to the benefit of its residents and the public that supports it. This is not the first attempt to accomplish this goal , but it is the most comprehen- sive, having grown out of the experience of HUD and the public housing community with previous efforts. Congress also recognized the need to establish standards for public housing by providing an outline of the PHMAP program in Section 502 of the 1990 National Affordable Housing Act. On February 26, 1992 the Housing Authority submitted the required PHMAP information to the San Francisco HUD office. Mr. Fitzhugh informed the Housing Authority that the Housing Authority's total weighted PHMAP score is 92% out of a total possible score of 100%. Any Housing Authority which achieves a total weighted PHMAP score of more than 90% shall be designated as a "High Performer." Thus, HUD has designated the Contra Costa County Housing Authority as a "High Performer." HUD will award a Certificate of Commendation to the Housing Authority as well as provide other public recognition of the Housing Authority's status as a "High Performer." IV. CONSEQUENCES OF NEGATIVE ACTION: None at this time.
