RECOMMENDATIONS
Authorize the Director of Community Development to enter into a
contractual services agreement with Public Affairs Management for
preparation of a supplemental environmental impact report for the
proposed:370-unit Wiedemann Ranch Residential Community Project for
an amount not to exceed $56, 500.
FISCAL IMPACT
None. Revenues to pay for this agreement have been collected as
fees from the project applicant.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In 19891, the City of San Ramon prepared and certified a Program
Environmental Impact Report for a proposed Westside Specific Plan
(WSP) . The project that was studied encompassed a number of
properties within the City of San Ramon and within the
unincorporated area between I-680 and the Alameda County boundary,
south of Norris Canyon Road. The Specific Plan project proposed
residential and open space uses for this area. No legal challenge
to the adequacy of the WSP Program EIR was made. Subsequent to
certifying the Program EIR, the City adopted the Westside Specific
Plan. However, following adoption of the Specific Plan, the City
took other legislative actions which undermined the development
potential provided by the Specific Plan (e.g. , "Save Our Hills
Ordinance") .

The representative of the owners of two unincorporated properties
then approached the County. In 1991, the Board of Supervisors
adopted the Countywide General Plan that provided for a residential
designation on those two properties. Shortly thereafter, the
County received development applications for a 370-unit residential
development on the two properties.
In December, 1991 the County issued a Notice of Preparation of
intent to prepare a Supplemental EIR for the Wiedemann Ranch
Residential Community project. The EIR is to consider potentially
significant environmental impacts associated with (1) compliance
with the policies of the new General Plan, and (2) visual impacts.
The EIR is also to consider the adequacy of a mitigation program
submitted by the applicant in response to the WSP Program EIR
mitigation measures.
Selected Consulting Firm
The County has entered into a related contract with Public Affairs
Management. This private environmental consultant firm has been
retained by the County to assist in the Non-CEQA related staff
review of this project.
