Recommended Action: ACCEPT report from the Public Works Director supporting Project "Image" at Buchanan Field Airport. APPROVE the Volunteer Program Description for Buchanan Field Airport. ACKNOWLEDGE the Diablo Valley Wings Chapter of the Gold Wing Touring Association (GWTA) for their eagerness to participate in the "Working With You in '92" Volunteer Program as recently introduced by Supervisor McPeak. II. Financial Impact: Project "Image" will be funded through the Airport Enterprise Fund. III. Reasons for Recommendations and Background: The concept of Project"Image"was originally identified, in 1991, as a goal of the Concord Chamber of Commerce Aviation Sub-Committee, renewed by the enthusiasm of the Diablo Valley Wings, motivated by Supervisor McPeak's "Working With You in 92" challenge, and supported by the interest of the Contra Costa County Aviation Advisory Committee (AAC). The objective of Project "Image" is to improve the aesthetics of Buchanan Field Airport and its environment. The Project Description (copy attached) as identified in this "clean-up", "fix up", and "spruce up" airport beautification program encompasses both landside and airside projects. Reasons for Recommendations and Background: (Continued) include cleaning up debris, removing abandoned and discarded property, and weeding along airport fence lines, John Glenn Drive, and Sally Ride Drive. Airside projects include painting buildings inside and out, refurbishing the pilots' lounge, and planting drought tolerant landscaping between runways. Specific input for Project "Image" was gathered by a concentrated effort involving the AAC, airport staff, businesses, tenants, and others. The Gold Wing Touring Association (GWTA) is an International touring motorcycle organization which encourages good riding habits, involvement in civil and charitable affairs, and projects a positive image of motorcycling to the general public. There are 19 Chapters in Northern California; The Diablo Valley Wings Chapter is comprised of approximately 50 members including single folks and families living in Contra Costa County. Special recognition and thanks should be given to Debbie Gorman, who is the Executive Secretary of Contra Costa County GMEDA, and who is also Chapter Director of the Diablo Valley Wings of GWTA. Debbie and her Chapter have proposed to adopt Buchanan Field Airport in a harmonious effort to spread good will, promote positive community relations, and underscores their motto: "Destination Friendship." In addition to GWTA, the County Workfare Program and other local resources will be utilized to make this a team effort. Tracy Williams, Airport Community Relations and Noise Control Officer, will assume responsibilities as the volunteer coordinator for this program. Project "Image" Description Location Item Priority East Navajo Aviation-Shrubbery on lease line between Navajo T and Terminal Bldg. looks shabby. East Sheraton Inn-Recommend decorative rock along fence T line adjacent to transient parking. East Main Ramp-Remove weeds along edge of pavement in 1 the areas of Taxiway "A" and Runway 01-R. East Taxiway "A"-Remove weeds east of taxiway south of 1 runup of 19R. East Taxiway "G"-Remove weeds at base of fence & sterilize. 1 East West of Agriculture Bldg.-Two dead pine trees need to be 3A removed. East HAI-Remove weeds at east end of their building T East Upgrade east ramp gate. 3 East/West Repaint convalts. 2 East We will need to install barbed wire and lathing on/in 3 fencing between Reynolds and Brown site and east ramp to try and avoid the behind store clutter and rif-raf. East Fix brick by sidewalk next to east ramp auto gate. 2 East Plant palm trees along John Glenn Drive and east ramp 2-3 fenceline. As the palms mature, remove the mulberry and pine trees. Palm trees require less maintenance and limited problems with leaves. East Terminal Lawn Area-Bite the bullet and put in a well for 1A watering landscaping or go to some type of landscaping that requires no water. The Junipers are up to 5' tall and either should be pruned or removed. Well water may prevent excessive water use fines. East Build fenced around waste oil areas. Areas have become 2-1 an eyesore with buckets, spillage on tanks, and Dollar's equipment. East Tower needs to be painted - outside 3 East Light pole abeam the tower needs repainting - Aviation 1 colors East "B" row light poles on east ramp needs repainting - Avia- 1 tion colors East Navajo Aviation needs to be painted T East Parking lot tire bumpers need to be repainted 2 East Need a larger sign for Pilot Lounge and restrooms on 1 east ramp East Golden West - north side - old motorcycle, golf cart 1 East Airline terminal - rampside - 55 gallon drums and debris 2 Location Item Priority East- Place drop box for tiedown payment on the east ramp 3 (similar to the one on the transient ramp). This allows east ramp tenants a easier way to pay their tiedown fee, than bring around to our office or mailing it in. East Fix-up Pilot's Lounge 1 1. Paint the one wall 2. Remove old hand-me-down furniture 3. Add decent table and chairs East Trim trees along fenceline of east ramp 2A East Base of tower - remove debris and 55 gallon drums 2A (FAA) East Parking lot on John Glenn Dr. - clean debris and tow 2 abandoned cars East Install public area with benches and information boards 3 north of tower. General Talk to the Pace Club about a possible discount or one 2 year free membership for our Airport users. Enforce 72 hours limit in the parking lot along John Glenn Drive. General Replace all garbage cans with 55 gallon drums with roun- 2 ded closing lids - painted yellow and chained to their location. General A pilot appreciation day where we supply the hot dogs, 2 hamburger and sodas to set a casual forum where airport users and airport staff (management) may talk about concerns that they may have and to build a better rapport with our tenants. General All hangers to be painted same color?? 3 General Infields need trash pick-up lA General Crack filling ramps, T/W & R/Ws. 3 General Fill in around all lighting, sign bases and shoulder where 1 they exceed one inch. General Install barbed wire on all fencing. ? General Entire fenceline needs trash pick-up lA General Repaint auto gate motors boxes and readers. 2-1 General Fence in and lath (enclose) all dumpster locations. 2 General Clean, sterilize and install gravel around all drain inlets. 2 General Clean and sterilize along all fencing around airport, add lA fill dirt where bottom of fence is off the ground. This is where the animals get in. General Install stainless wire on lighting and signs to keep birds 3 off. General Also the earthwork ALP that Vance requested 1-21-92, ? would help improve the looks of the Airport. (see Vance) West General Air needs major clean up (barrels/trash next to T Lekas on dirt). Clean debris from behind Nuno hangar. Remove torn down sign from amongst trees west of park- ing lot in front of building. West Rusty drum in corner of Scarsella's. T West Large tumble weeds in "22-acre parcel' T West Sally Ride Drive needs sweeping and clean garbage along 1 Sally Ride Drive. West Weeds and old tires by west ramp. 1 West Poison House - debris 1 Location Item Priority West Tires in Flood Control channel along Marsh Drive. 1A West Paint Scarsella's hanger. 3 West Old restrooms near poison house - remove shrubs 1A West We need a large sign indicated "Airport" on Sally Ride 2 side West LeBeouf A/C Painting - debris and drums. 1 West Remove weeds - Fence line on corner Solano and Marsh. 1 West Sally Ride Drive - debris 1A West Gravel Tiedowns-Provide parking floodlights. 3 West Relocate fence along Marsh Drive, up out of the ditch 1 between the approach end of 32L and the Walnut Creek channel, so its all the same level. The fence in the ditch collects garbage and looks bad. West Port-a-Port needs to clean up around hangars and land- T scaping. West Clean up and fence Solano Way sites. Area by MAL's 2 shack needs to have the heavy brush removed in the east corner and a general clean up and both areas sprayed so we can maintain it. Remove rebar, broken glass, concrete wall, old rotten tree (kids are playing in this area). West Drainage - When the ditches get filled between "J" & 32L 3 we should either fill or line with river rock the ditch between "J" and the service road. West Finish west ramp landscaping/park area or at least clean it 2-1 up and install user area (graveled site with picnic table and BBQ). West Remove rat infested tree/bushes from northwest ramp. 1 & 1A West Corner of Willow & 2nd-Have County remove dead tree 1A before it falls on chain link fence of airport. West Fence behind Fire Dist. A/C-Remove tree 1A West Insure that Lekas' tenants do not use the airfield side for 1 storage other than aircraft. 1. Example - 55 gallon drums (battery shop & Le- Beouf) West Plant some flowers in the circles at the west ramp. 2 West Undeveloped Land-West Side-Grade unmanageable areas 3 for safety of mowing - end results = much more attrac- tive. West N/W Tiedowns-Provide ramp flood lighting. 3 West West of General Air Service-Remove tree stump from 1A field. West Taxiway "E"-Repair pavement between R/W 14L & T/W 1 11AII Location Item Priority West Concord Flying Club area needs to be cleaned up. Tire T by gate? Clean out outlet (drainage) north of CCR Flying Club. Create drainage and gravel auto parking.
