MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: May 5, 1992 SUBJECT: Approving Walnut Creek/Grayson Creek Silt Removal Project, Martinez Area Project No.: 7520-669324-92; 7520-6139313-92 CP #92-21 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE project and DETERMINE that the project is exempt from CEQA requirements as a Class 4g Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25 handling fee to the County Clerk for filing of the Notice of Exemption. II. Financial Impact: The estimated project cost is $1.0 million, funded by Zone 3B Flood Control Funds (100%) III. Reasons for Recommendations and Background: The project is needed to remove accumulated sediment and restore the bottom elevations of the two channels, which will reestablish the volume and flow capacities of the two channels within the project limits. No mature, scenic trees will be removed and the soil will be deposited in an upland location (Section 15304 of the CEQA guidelines). IV. Consequences of Negative Action: Delay in approving the project may result in damage to properties abutting the channels. If a design capacity event occurs, flooding will result along the banks of the channels due to decreased capacities.
