SUBJECT: Kennady-King S.caolarsaip Foundation Guaranteed Employment Program
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)6 BACKGROUND AND JUSTIFICATION
RECOMMENDATION
In an effort to further our affirmative action recruitment efforts,
direct the County Administrator's Office, Personnel and the
Economic Employment Advisory Council to negotiate with the Kennedy-
King Scholarship Foundation a guaranteed county employment program
for all scholarship winners who successfully complete their college
education.
BACKGROUND
Since the establishment of the Kennedy-King Scholarship Foundation
in 1968, there are more than 200 minority students from the Contra
Costa Community College . District who have successfully completed
their education. This scholarship program represents one of the
most successful affirmative action efforts in Contra Costa County.
It would be in the best interests, of our county' s affirmative
_.action policy to do whatever is possible to attract these minority
Contra Costa residents to' work for the county. Further,' by
offering them guaranteed employment, we are encouraging students
to continue their path of achievement. While it is highly likely
that Kennedy-King winners with college degrees will be
competitively recruited by other employers who can offer higher
salaries, it behooves the county. to offer employment for those
students who have appropriate backgrounds and wish to. pursue a
career in public service.

REQUESTED the County Administrator, Personnel and the Equal Employment Opportunity
Advisory Council to meet with and work with the Kennedy-King Scholarship Foundation to-
negotiate a guaranteed County employment program for all scholarship winners who successfully
complete their college education, and to report back to the Internal Operations. Committee;
and ADOPTED Supervisor-Schroder's amendment to try to offer an employment incentive for those
highly qualified young minority-.applicants who have not received, a scholarship in order to
enable them to pursue further .education.
