SUBJECT: Proposed Response to the Report of the 1991-92 Grand Jury:
"County Sick Leave Program"
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)b BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Adopt this report of our Committee as the Board of
Supervisors ' response to the Report of the 1991-92 Grand Jury:
"County Sick Leave program. "

BACKGROUND
On February 26, 1992 the 1991-92 Grand Jury submitted the report
entitled "County Sick Leave Program" which was subsequently
referred to the Internal Operations Committee. On May 11 , 1992 our
Committee met to discuss the recommendations and review proposed
responses. . At the conclusion of these discussions we prepared the
attached response utilizing a format suggested by -a previous Grand
Jury which requested that responses clearly specify:
A. Whether the recommendation is accepted or adopted;
B. If the recommendation is accepted, a statement as to who will
be responsible for implementation of a definite target date;
C. A delineation of constraints if a recommendation is accepted
but cannot be implemented within the calendar year; and
D. The reason for .not adopting a recommendation.
Responses to Grand Jury recommendations coming from our Committee
will follow this format as closely as possible. -

REPORT ON THE COUNTY SICK LEAVE PROGRAM
The 1991-92 Grand Jury recommends that the County Administrator:
RECOMMENDATION #1:
Establish a new written sick leave policy within this fiscal year.
RESPONSE:
A. This recommendation is accepted for prompt implementation.
B. A modified Administrative Bulletin No. 311. 6, Subject "Sick
Leave Policy," is completed and will be distributed to all
departments no later than May 29 , 1992 .
RECOMMENDATION #2:
Provide managers, on a regular basis, documentation of the sick
leave usage of each person under their supervision.
RESPONSE:
A. This recommendation is accepted for prompt implementation.
B. Sick leave usage data is now available on the County Personnel
System. The Data Processing Services Division has developed
a pilot program to access and compile this information on a
departmental basis and is currently testing it to assure both
applicability and confidentiality. The County Administrator
will direct all department heads to review sick leave usage
information in order to identify and counsel employees 'who
appear to be using sick leave inappropriately.
A written description of the process provided to departments
to assist them in utilizing sick leave usage information will
also be provided to the Grand Jury and Board of Supervisors.
RECONM03NDATION #3:
Require managers to emphasize their interest and concern about sick
leave during regularly scheduled meetings with their staff.
RESPONSE:
A. This recommendation is accepted for prompt implementation.
B. The new Administrative Bulletin highlights the County' s
renewed emphasis on utilizing its workforce more effectively
and efficiently in these times of diminishing resources. The
Bulletin will be the basis for the managers to emphasize the
importance of lowering absenteeism through careful and ongoing
monitoring of sick leave usage, which they have been
instructed to do.

RECOMIENDATION #4:
Compel that an evaluation of sick leave usage be a factor in the
employees' performance review.
RESPONSE:
A. This recommendation has been accepted for prompt
implementation.
B. Departmental sick leave usage will continue to be an important
factor in evaluating executive performance. Department heads
have been directed to establish a system of utilizing sick
leave usage data to facilitate managers ' and 'supervisors'
ability to use this information as a factor in employees'
performance reviews.
The County Administrator has been requested to provide
guidelines to enable departments to differentiate between the
appropriate use of sick leave for family purposes and the
abuse of sick leave.
