Express the Board' s appreciation for the work by the staff in the Personnel Department which is continuing to result in the favorable results which are evident from the attached report from the Personnel Department on the Career Development Employment Program, particularly in view of the fact that three residents of the Pittsburg area have recently been placed in Career Development Employment Program assignments . 2 . Acknowledge the effort the Board of Supervisors is making to get all County departments to accept one or more General Assistance recipients for training purposes in an effort to provide positive, practical support and assistance to the County' s General Assistance recipients and help them become self-supporting members of the community again. 3 . Indicate to the Social Services Department and the Personnel Department the Board's interest in seeing the Career Development , Employment Program and the effort to train and obtain employment for General Assistance recipients coordinated as closely with each other as is possible in an effort to insure that all potential employment opportunities in both programs are utilized to the maximum extent possible. 4 . Request the Director of Personnel and Interim Social Services Director to make a further report to the Internal Operations Committee on August 10, 1992 on the status of the Career Development Employment Program, and specifically on those efforts which have been made to coordinate this program with the hiring of General Assistance recipients . On May 11, 1992, our Committee met with Eileen Bitten, Assistant Personnel Director and Lloyd Madden, Human Resources Program Manager in the Personnel Department and reviewed the attached report. In the meantime, the Board of Supervisors has become concerned about the growth in the General Assistance caseload and has sought ways in which to obtain training and employment opportunities for employable General Assistance recipients . While the Career Development Employment Program targets low income residents of certain census tracts and the General Assistance Program assists individuals countywide who are in need and not otherwise eligible for any other form of state or federal assistance, our Committee believes that there is a significant overlap between the General Assistance caseload and low income residents of the target census tracts in the Richmond and Pittsburg areas which the Career Development Employment Program is attempting to serve. We are asking the Personnel Department and the Social Services Department to seek ways in which they can cooperate in the identification and placement of General Assistance recipients through the Career Development Employment Program and through which training methods which have been developed through the Career Development Employment Program might be used to assist General Assistance recipients who will be working in County departments . In order to insure close cooperation between departments and ongoing oversight of both programs, we are asking that the Personnel Department and Social Services Department jointly report to our Committee in three months on the efforts they have made to cooperate in this regard.
